دور الإتصال الإلكتروني في التعريف بنشاطات المؤسسات الخدماتية العمومية

Abstract

تعالج هذه الدراسة موضوع الاتصال الالكتروني في المؤسسات الخدماتية العمومية مع اختيارنا للصفحة الرسمية لولاية أدرار لمعالجتها شكلا ومضموننا كنموذج الدراسة بإعتبار الاتصال الالكتروني أحد الركائز التي أصبحت تعتمد عليها المؤسسات لتحسين وتطوير أدائها، وقد تناولت هذه الدراسة الموضوع من جانب مفهوم الاتصال الالكتروني ودوره في تعريف بنشاطات المؤسسات الخدماتية العمومية ودواعي استخدامه، وكذلك الاهمية التي يكتسبها، وخلال دراستنا أسقطنا هذا الموضوع على الصفحة الرسمية لولاية أدرار لمحاولة التعرف على واقع الاتصال الالكتروني بها خاصة وأن وسائل الاتصال الالكترونية تعد بمثابة النافذة الاساسية التي يطل من خلالها الأفراد على العالم الخارجي. ولقد قمنا في دراستنا بوصف وتحليل النتائج والمعلومات المتوصل اليها شكلا ومضمونا بإستعمال أداة تحليل المضمون مع عرض متغيرات الدراسة في الاتصال الالكتروني والمؤسسات الخدماتية العمومية مع شرح وتحديد طبيعة العلاقة بينهما، وان اختيارنا لهذا الموضوع لم يكن عشوائيا بل كلن نتيجة لعدة اسباب من بينها اهمية الموضوع وحداثته ولكون استخدام الاتصال الالكتروني يعد من أبرز سمات المؤسسات الخدماتية العمومية، ونهدف من وراء هذه الدراسة الى تسليط الضوء على الاتصال الالكتروني واستخداماته في المؤسسات الخدماتية العمومية، اضافة الى محاولة المساهمة في إثراء البحوث العلمية في هذا المجال، ومن أبرز النتائج المتحصل عليها أنه يوجد استخدام واسع للإتصال الالكتروني داخل المؤسسات الخدماتية العمومية بالرغم من وجود بعض الصعوبات والعوائق التي ترافق هذا الاستخدام، كما ان هذه التكنلوجيا اعطت فاعلية للتواصل ما بين الفاعلين بالمؤسسات الخدماتية العمومية وعملت على ربطها بالعالم الخارجي، إضافة الى انه ساهم في التسهيل عملها حيث أضحى يتميز بالسهولة والمرونة نظرا للنشاط الاتصالي الالكتروني الحاصل.

This study deals with the issue of electronic communication in public service institutions with our choice of the official page of the state of Adrar to address it in form and content as a study model, considering electronic communication as one of the pillars on which institutions have become dependent to improve and develop their performance. Public services and the reasons for its use, as well as the importance it acquires, and during our study we dropped this topic on the official page of the state of Adrar to try to identify the reality of electronic communication with it, especially since electronic means of communication are considered the main window through which individuals look at the outside world. In our study, we have described and analyzed the results and information obtained in form and content using the content analysis tool with the presentation of the study variables in electronic communication and public service institutions with an explanation and determination of the nature of the relationship between them, and that our choice of this topic was not random, but rather as a result of several reasons, including the importance of the topic and its novelty And because the use of electronic communication is one of the most prominent features of public service institutions, and we aim behind this study to shed light on electronic communication and its uses in public service institutions, in addition to trying to contribute to the enrichment of scientific research in this field, and one of the most prominent results obtained is that there is a wide use For electronic communication within the public service institutions, despite the existence of some difficulties and obstacles that accompany this use, and this technology gave an effective communication between the actors in the public service institutions and worked to link them with the outside world, in addition to that it contributed to facilitating their work as it became characterized by ease and flexibility due to the communication activity The current electronic.
