دور الحوكمة في تنمية الموارد الوقفية في الجزائر

Abstract

تهدف الدراسة إلى إبراز أهمية الحوكمة في تنمية الوقف وسبل تطوير موارده مع تقديم بعض مبادئ الحوكمة التي أثبتت جدارتها في العديد من المجالات،وفي مؤسسات عالمية كبرى وهذا لا ينكر وجود نماذج لحوكمة الأوقاف في وطننا العربي، التي من شأنها تساعد الوقف في تحقيق تنميته وذلك في إطار تنويع سبل الاستثمار الوقفي في الاقتصاد، ونظرا للظروف التي مرت بها بلادنا والتي مست المؤسسة الوقفية خصوصا ريان، أبان الاستعمار، قمنا بإجراء هذه الدراسة لمعرفة دور الحوكمة في تنمية الموارد الوقفية في الجزائر،مستفيدين ببعض التجارب الرائدة في هذا المجال والمتمثلة في التجربة الماليزية والكويتية مستعملين المنهج التاريخي في سرد تاريخ المؤسسة الوقفية في الجزائر، سردا مفصلا والمنهج الوصفي لعرض الجانب النظري للبحث، والمنهج التحليلي الذي رأينا انه مباشر مع طبيعة الموضوع، ولتحكم فيه بشكل مناسب قمنا بتقسيم هذا البحث إلى فصلين فكان الفصل الأول حول ماهية الحوكمة متضمن الجوانب الأساسية للحوكمة من خلال إبراز دورها في تنمية موارد الوقف، وحوكمة الوقف والفصل الثاني حول التجارب الرائدة ودور الحوكمة في تفعيل الأملاك الأوقاف في الجزائر على الرغم من أن تجربة الأوقاف جديدة نسبيا إلا أنه ،ثبت ضرورة تطبيقها للنهوض بأوقافنا إلى مستوى يستند عليه في المشاكل الاقتصادية التي تواجهها الجزائر خصوصا بعد الأزمة الاقتصادية الأخيرة أين أصبحت هذه الخطوة ملحة باعتبارها موردا، مهما خصوصا في ظل البحث عن موارد جديدة للدولة

The study aims to highlight the importance of governance in the development of endowments and ways to develop its resources, while presenting some principles of governance that have proven their worth in many fields, and in major international institutions.
