مأسسة مكافحة الفساد الاداري في الجزائر ودورها في تحقيق الكفاءة

Abstract

إن الفساد الإداري من بين المشاكل التي تواجه العديد من الدول في إحداث عمليات التنمية، كونه ظاهرة متعددة الجوانب، متشابكة العوامل و ذات أثار سلبية على كل جوانب الحياة، و الحكم الراشد أتخذ من قبل العديد من الدول كوصفة علاجية لظاهرة الفساد بكل أنواعه و هناك مجموعة من الآليات الكفيلة بمكافحة الفساد في العمل الإداري، إذ أن الشفافية الإدارية أهم المعايير ذات الدور الفعال في مكافحة الفساد الإداري كما أن المساءلة أهم متطلب لتعزيز الشفافية و الذي يؤدي بالموظفين إلى ضرورة الالتزام في العمل دون أي انحرافات سلوكية أو أخلاقية، و توفر نظام للمعلومات يرفع و يحسن الإدارة بالشفافية، كما للاتصال أيضا دور كبير في السماح للموظفين بكل مستوياتهم في المشاركة في قرارات أعمالهم . و توفر نظام رقابي فعال للوقاية أو الحد من تطور الفساد ذلك من خلال تعزيز المنظومة الرقابية بواسطة الرقابة الإلكترونية لسرعة كشفها للانحرافات و تقويم الأداء و تفعيل شفافية الأجهزة الرقابية، و الجزائر للقضاء على الفساد الإداري قامت بتبني مفهوم الحكم الراشد و العمل بسياسته نتيجة لعدة أسباب و الفساد أحد هذه الأسباب، و فعلا عملت الجزائر على تجسيده و هذا ما كان بارزا في عدة مجالات و كان واضحا من خلال التقارير: الأول و الثاني حول تنفيذ البرنامج الوطني من أجل الحكامة، و في مجال مكافحة الفساد ما جاء به قانون 06 -01 المتعلق بالوقاية من الفساد و مكافحته.

Administrative corruption is among the problems facing many countries in bringing about development processes, as it is a multifaceted phenomenon, intertwined factors and has negative effects on all aspects of life, and good governance has been taken by many countries as a prescription for the phenomenon of corruption in all its forms. One of the mechanisms to combat corruption in administrative work, as administrative transparency is the most important criteria with an effective role in combating administrative corruption Accountability is the most important requirement to enhance transparency, which leads employees to the necessity of commitment to work without any behavioral or ethical deviations, and the availability of an information system that raises and improves management with transparency, and communication also plays a major role in allowing employees of all levels to participate in their business decisions. And the availability of an effective control system to prevent or limit the development of corruption, by strengthening the control system through electronic control to quickly detect deviations, evaluate performance and activate the transparency of regulatory bodies. Algeria to eliminate administrative corruption has adopted the concept of good governance and its policy as a result of several reasons and Corruption is one of these reasons, and Algeria actually worked to embody it, and this was prominent in several areas, and it was clear through the reports: the first and the second on the implementation of the national program for governance, and in the field of combating corruption, as stated in Law 06-01 related to prevention of corruption and combating it.
