رقمنة مؤسسات التشغيل ودورها في تعزيز شفافية سوق العمل لولاية أدرار

Abstract

تناولنا في هذه الدراسة موضوع رقمنة مؤسسات التشغيل ودورها في تعزيز شفافية سوق العمل، حيث تهدف إلى محاولة التعرف على مدى التقدم الحاصل في رقمنة مؤسسات التشغيل(ANEM) والدور الذي تقوم به لتطوير وتحسين وشفافية سوق العمل. بداية تم تناول الموضوع من الجانب النظري، وذلك من خلال التطرق إلى جميع العناصر التي تخدم موضوع الدراسة.في حيت تم إجراء الدراسة الميدانية على مستوى الوكالة المحلية للتشغيل لولاية أدرار. وقد اعتمدنا في هذه الدراسة على مقابلة شفوية مع مستشاري وعمال الوكالة ، كأداة لجمع البيانات وتحليلها والحصول على النتائج التي وضحت مدى تطبيق وكالة التشغيل للرقمنة الإدارية ومدى مساهمتها في تعزيز شفافية سوق العمل. وقد توصلنا من خلال دراستنا هذه الى ان قطاع التشغيل تقدم وبشكل كبير في مجال الرقمنة وذلك من خلال إدخال منصتي الوسيط والمساعدة على الإدماج المهني، و احداث تقدم نوعي في مجال رقمنة الوكالة المحلية للتشغيل، وتعزيز شفافية سوق العمل، والنظر في علاقة طالبي العمل والمستخدمين بالوكالة.

In this study, we dealt with the issue of digitization of employment institutions and their role in enhancing labor market transparency,Where it aims to try to identify the progress made in the digitization of operating institutions (anem) and the role they play in developing, improving and transparency of the labor market. To begin with, the topic was dealt with from the theoretical side, by addressing all the elements that serve the subject of the study. In where the field study was conducted at the level of the local employment agency in the state of Adrar. In this study, we relied on an oral interview with the agency’s consultants and workers as a tool to collect and analyze data and obtain results that clarified the extent of the employment agency’s application of administrative digitization and its contribution to enhancing labor market transparency. Through our study, we found that the employment sector has progressed significantly in the field of digitization, by introducing two intermediary platforms and assisting in professional integration, making qualitative progress in the field of digitizing the local employment agency and enhancing labor market transparency, and considering the relationship of job seekers and employees with the agency.
