المخططات البلدية للتنمية وأثرها على التنمية المحلية

Abstract

سعت هذه الدراسة إلى إبراز الدور الذي تلعبه مخططات البلدية في عملية التنمية المحلية باعتبارها أحد أهم الوسائل التي يعتمد عليها المواطن في تقديم احتياجاته، وما يرغب في تحقيقه من خلال الاقتراحات التي يقدمها، وبالتالي تحقيق التنمية بصفة حقيقة لدى إقليم البلدية. وقد قمنا بإسقاط هذه الدراسة على بلدية أولف لتوضيح كيف ساهمت هذه المخططات في مجال التنمية المحلية في البلدية، ولهذا الغرض تم الاعتماد على دراسة حالة جمع المعلومات وكذا على المقابلة الشخصية. وقد توصلنا في هذه الدراسة إلى أن المخططات البلدية للتنمية لديها أهمية بالغة في مجال التنمية المحلية، لكن تبقى ضعيفة بسبب ضعف التمويل المحلي وكذلك سيطرت السلطة المركزية في اتخاذ القرار.

This study sought to highlight the role that municipality plans play in the local development process, as it is one of the most important means upon which the citizen relies in presenting his needs, and what he wishes to achieve through the suggestions that he makes, thus realizing development in the municipality’s territory. We have projected this study to the municipality of Ulf to clarify how these plans have contributed to the area of local development in the municipality. For this purpose, we have relied on a case study of information gathering as well as a personal interview. In this study, we concluded that the municipal development plans have a great importance in the field of local development, but they remain weak due to the lack of local funding and the central authority dominated in decision-making.
