الإطار القانوني لمخططات تسيير الحياة المهنية للموظف في التشريع الجزائري

Abstract

هدفت هذه الدراسة إلى معرفة الإطار القانوني لمخططات تسيير الحياة المهنية للموظف في الجزائر، و لقد تم الإعتماد على المنهج الوصفي التحليلي وتوصلت الدراسة إلى نتائج من أهمها ما يلي: - إن المشرع الجزائري قد أحاط إجراءات إعداد المخططات بجملة من القواعد القانونية التي تطبقها الإدارة. - وجود عدم التوازن بين المناصب الممنوحة سنوياً من طرف المصالح المكلفة بالميزانية، ومجموع الطلبات المتقدمة سنوياً للتوظيف. وعلى ضوء هذه النتائج قدمت الدراسة مجموعة من التوصيات من أبرزها: - خلق منظومة قوية خاصة لتسيير الحياة المهنية للموظف و ضرورة مشاركة الإدارة أو القطاع المعني في إقتراح ميزانية المناصب الممنوحة سنوياً لخلق التوازن بينها وبين الأعداد الهائلة لطلبات التوظيف.

This study aimed to know the legal framework for the professional life management plans for the employee in Algeria, and the descriptive analytical method was relied upon, and the study reached results, the most important of which are the following: - The Algerian legislator has surrounded the procedures for preparing the plans with a set of legal rules applied by the administration. - There is an imbalance between the positions granted annually by the departments in charge of the budget, and the total number of applications submitted annually for employment. In light of these results, the study presented a set of recommendations, the most important of which are: - Creating a strong system for the management of the employee's career and the necessity of the participation of the concerned department or sector in proposing the budget for the positions granted annually to create a balance between them and the huge number of applications for employment
