الاصلاح السياسي كآلية لتحقيق التنمية في الجزائر: 2000- 2019

Abstract

يعد الاصلاح السياسي من أبرز آليات التغيير للوصول إلى وضع أفضل، وقد شهدت الجزائر مع بداية القرن الواحد والعشرين جملة من الاصلاحات السياسية، بداية بمشروع المصالحة الوطنية سنة2005 والذي مكن من استعادة الأمن و الاستقرار، وكان بمثابة الارضية التي مهدت للمضي في تجسيد مختلف المشاريع التنموية، وفي سنة2008 تم إجراء إصلاح سياسي عن طريق تعديل دستوري عزز من مكانة المرأة في الحياة السياسية وحمى الرموز الوطنية، بالرغم من كونه وسَّع من صلاحيات السلطة التنفيذية، وبعد أحداث الربيع العربي وما خلفته من مطالب إصلاحية، قامت الجزائر بإصلاحات سياسية هامة من أبرزها، رفع حالة الطوارئ، قانون الأحزاب السياسية، تعزيز مشاركة المرأة، إضافة إلى قانون الإعلام، لتأتي الإصلاحات السياسية لسنة2016 والتي مست أكثر من 100 مادة دستورية، لتحقيق أهداف تنموية في مختلف المجالات السياسية والاقتصادية والاجتماعية.

Political reform is one of the Most prominent mechanisms of change to reach a better situation. At the beginning of the twenty-first century, Algeria witnessed a number of political reforms. Beginning with the national reconciliation project in 2005, which enabled the restoration of security and stability, and served as the ground that paved the way for the embodiment of various development projects, And In 2008, political reform touched the constitutional amendment that strengthened the position of women in political life and protected national symbols, however it expanded the powers of the executive authority. Following the events of the Arab Spring and its consequences Algeria undertook important political reforms, most notably lifting the state of emergency and introducing the political parties law. Promoting the participation of women, in addition to the media law, next was the political reforms of 2016, which touched more than 100 constitutional articles, with the aim of achieving development goals in various political, economic and social fields.
