إدارة ملف الهجرة غير الشرعية و تأثيرها على السياسات الأوروبية 2011- 2019

Abstract

لقد أخذت ظاهرة الهجرة غير الشرعية حيزا واسعا من الاهتمام في السنوات الأخيرة و هذا بعد أن عرفت منحنى تصاعدي, وهناك العديد من الأسباب التي ساهمت في هذا الإرتفاع ومن أبرز هذه الأسباب نجد موجة الربيع العربي التي مست العديد من الدول في المنطقة العربية. وتعد دول الإتحاد الأوروبي الوجهة المفضلة للمهاجرين القادمين من هذه الدول بحكم الاستقرار السياسي و الاجتماعي الذي يميز دول الإتحاد, لكن هذا التدفق الهائل للمهاجرين غير الشرعيين تسبب بمشاكل لحكومات دول الإتحاد الأوروبي والتي راحت تتبنى سياسات جديدة وتعدل من سياساتها السابقة إتجاه الهجرة و المهاجرين, وتبرز المقاربة الاقتصادية كإحدى هذه السياسات الحديثة المنتهجة إضافة إلى المقاربة الأمنية والتي تعد أبرز الحلول التي تعتمد عليها دول الإتحاد الأوروبي, ورغم أن هذه السياسات لم تتمكن من القضاء على هذه الظاهرة إلا أنها ساهمت بشكل كبير في تناقص أعداد المهاجرين غير الشرعيين. وكان لملف الهجرة غير الشرعية الأثر البالغ على العلاقات داخل الإتحاد وزاد من الهوة بين دوله و التي قد تصل إلى حد تفكك الإتحاد الأوروبي

The phenomenon of illegal immigration has taken a wide range of attention in recent years and this is after it has known an upward curve, and there are many reasons that have contributed to this rise, and among the most prominent of these reasons is the wave of the Arab Spring that affected many countries in the Arab region. The countries of the European Union are considered the preferred destination for immigrants from these countries due to the political and social stability that characterizes the countries of the Union, but this massive influx of illegal immigrants has caused problems for the governments of the countries of the European Union, which have adopted new policies and modified their previous policies towards immigration and immigrants, and the approach emerges. Economic, as one of these modern policies pursued in addition to the security approach, which is the most prominent solution on which the countries of the European Union depend, and although these policies have not been able to eliminate this phenomenon, they have contributed significantly to the decrease in the number of illegal immigrants. The file of illegal immigration had a severe impact on relations within the Union and increased the gap between its countries, which may amount to the breakup of the European Union
