أثر الرقابة الإدارية على الالتزام التنظيمي في الإدارات العمومية

Abstract

هدفت الدراسة إلى التعرف على أثر الرقابة الإدارية على الالتزام التنظيمي في مديرية توزيع الكهرباء والغاز بأدرار، و شملت الدراسة على عينة عشوائية بـ (79) استبانة موزعة على عمال مديرية توزيع الكهرباء والغاز بأدرار، حيث استخدمت برنامج الحزم الإحصائية للعلوم الإجتماعية(SPSS) لجمع البيانات وفق المنهج الوصفي التحليلي، وهذا لغرض إثراء الموضوع وتدعيمه أكثر، وخضعت متغيرات الدراسة إلى مجموعة من الأساليب الإحصائية أهمها" الانحدار الخطي البسيط لمعرفة الأثر بين الرقابة الإدارية والالتزام التنظيمي. وفي الأخير توصلت الدراسة إلى صحة الفرضيات المقترحة حيث تأكد أن الرقابة الإدارية لها مكانة في مديرية توزيع الكهرباء والغاز بالإضافة إلى أن الأسلوب الرقابي المطبق يؤثر على الالتزام التنظيمي لعمال مديرية توزيع الكهرباء والغاز، وتمثلت أبرز نتائجها: أن الرقابة الإدارية تساهم في الكشف السريع عن الأخطاء والانحرافات وتسعى الرقابة إلى منع تكرار حدوثها مستقبلاً. كما أوصى الباحثان على ممارسة الرقابة الإدارية بطريقة علمية معقولة ومدروسة بشكل أفضل والتخلص من بعض السلبيات لهذه العملية حتى يتم تجسيد مفهوم الرقابة الإدارية على أكمل وجه.

The study aimed to identify the effect of administrative control on the organizational commitment in the Adrar Directorate of Electricity and Gas Distribution, and the study included a random sample of (79) questionnaires distributed to the workers of the Directorate of Electricity and Gas Distribution in Adrar, where it used the statistical packages for social sciences program ( SPSS) to collect data according to the descriptive analytical approach, and this is for the purpose of enriching the subject and supporting it further. The study variables were subject to a set of statistical methods, the most important of which is "simple linear regression to know the effect between administrative control and organizational commitment. Finally, the study reached the validity of the proposed hypotheses, as it was confirmed that administrative control has a place in the Directorate of Electricity and Gas Distribution in addition to the applied control method affecting the organizational commitment of workers of the Directorate of Electricity and Gas Distribution, and its most prominent results were: that administrative control contributes to rapid detection On errors and deviations, and supervision seeks to prevent a recurrence in the future. The researchers also recommended that administrative control be practiced in a reasonable and well-studied scientific manner and that some negative aspects of this process be eliminated so that the concept of administrative control is fully embodied.
