الحوكمة المحلية كألية لتسيير الجماعات المحلية

Abstract

يعتبر موضوع الحوكمة أسلوب من أساليب الإدارة الحديثة لما لها من دور فعال ومهم في تحقيق التنمية في شتى المجالات، وذلك من خلال الإعتماد على مبدأ الشفافية والمشاركة والرقابة ...، وفي المقابل نجد علاقة متكاملة بين فواعل الحوكمة، كما تعتبر الجماعات المحلية مركز تطبيق ما يسمى بمبدأ الديمقراطية والذي يتطلب مشاركة المواطنين أو ممثليهم في حل مشاكلهم وتطلعاتهم. كما أن للحوكمة المحلية دور فعال في تكريس الديمقراطية التشاركية للمواطنين من خلال المشاركة الشعبية، والتي تعد أهم ركائز تجسيد التنمية المحلية. أما الجانب التطبيقي والعملي فكان مخصص لدّراسة آليات الحوكمة داخل ولاية أدرار حسب قانون الولاية 12/07فيتطلب أن تكون هناك شفافية ومشاركة فعالة في التسيير، وكذا تفعيل دور الرقابة فيها،وتقييماً لذلك نجد أن آليات الحوكمة في ولاية أدرار لاتزال قاصرة وبشكل كبير عن الدور المنوط بها، وهذا راجع إلى العوامل الداخلية والتحديات الواقعية باعتبارها سبب أول في عدم نجاعة تطبيقها. الكلمات المفتاحية: الحوكمة المحلية، آلية، التسيير، الجماعات، ادرار

In contrast, there is an integrated relationship between the principles of governance, Is called the principle of democracy, which requires the participation of citizens or their representatives in solving their problems and aspirations. Local governance also plays an active role in the establishment of participatory democracy for citizens through popular participation, which is the most important pillar of local development. The practical and practical aspect was devoted to the study of governance mechanisms within the state of Adrar according to the state law 12/07. It requires transparency and effective participation in governance, as well as activating the role of supervision. In this assessment, the mechanisms of governance in the state of Adrar are still very limited to the role assigned to them , And this is due to internal factors and real challenges as the first reason for their ineffectiveness.
