تقييم سياسات تأهيل المؤسسات الصغيرة والمتوسطة

Abstract

تهدف الدراسة الى تقييم سياسات تأهيل المؤسسات الصغيرة والمتوسطة المطبقة في الدول المغاربية (الجزائر وتونس والمغرب) على قطاع المؤسسات الصغيرة والمتوسطة الذي يعتبر قاطرة للتنمية الاقتصادية، حيث تزايد الاهتمام في السنوات الاخيرة بهذا النوع من المؤسسات لذا اصبح من الضروري تحسين قدراتها التنافسية وتحسين أدائها لأجل التحضير للمنافسة الشرسة التي تفرزها الاتفاقيات الدولية التي ابرمتها تلك الدول خاصة مع الاتحاد الاوروبي ومنظمة التجارة الحرة، فعمدت الدول المغاربية الى اعداد مجموعة من البرامج لتأهيلها. حيث تم تمويل جزء من هذه البرامج من الاموال الذاتية للمؤسسة وجزء من طرف حكومات(الجزائر وتونس والمغرب)، والجزء الاخر ممول من طرف الاتحاد الاوروبي بالنسبة لبرنامج (ميدا 1 و2) بالنسبة إلى الجزائر. حيث تم عرض الجانب الخاص بعملية التأهيل والتنافسية والتطرق الي الجانب النظري للمؤسسات الصغيرة والمتوسطة، وتم عرض مكونات برامج التأهيل المطبقة في الدول الثلاث من خلال جمع مختلف المعلومات الكمية المتوفرة وجمع الاحصائيات المتوفرة كذالك من سنة 2005 الى غاية 2020، حاولنا من خلال هذه المعطيات تقييم مختلف السياسات المنتهجة في تأهيل المؤسسات الصغيرة والمتوسطة في الدول الثلاث ومدي مساهمتها في الرفع من تنافسية هذا النوع من المؤسسات.

The study aims to evaluate the policies of rehabilitating small and medium enterprises applied in the Maghreb countries (Algeria, Tunisia and Morocco) on the sector of small and medium enterprises, which is a locomotive for economic development,as the interest in this type of institutions has increased in recent years, it has become necessary to improve their competitive capabilities performance in order to prepare for the fierce competition produced by the international agreements concluded by those countries, especially with the European Union and the Free Trade Organization,Maghreb countries have prepared a set of programs to rehabilitate them. A part of these programs were funded by the foundation's own funds and part by governments (Algeria, Tunisia and Morocco),the other part is funded by the European Union for the MEDA 1 and 2 program for Algeria,where the aspect of the qualification and competitiveness process was presented, as well as the theoretical aspect of small and medium enterprises.The components of the qualification programs applied in the three countries were presented by collecting the various available quantitative information and statistics as well from 2005 to 2020.Through these data, we tried to evaluate the various policies adopted in rehabilitating small and medium-sized enterprises in the three countries and the extent of their contribution to raising the competitiveness of this type of enterprise.
