تقييم أثر تدفقات الاستثمار الأجنبي المباشر على سوق العمل في الجزائر

Abstract

هدفت هذه الدراسة إلى لمعرفة مساهمة تدفقات الاستثمار الأجنبي المباشر في اتحسين مؤشرات سوق العمل الوطني والمحلي ، حيث تم تقدير النموذج المعبر عن هذه العلاقة بأخذ بيانات سنوية عن الجزائر خلال الفترة(1991 - 2020)، وذلك باستخدام منهجية الانحدار الذاتي للفجوات الزمنية الموزعة Autoregressive Distributed Lag (ARDL) للتعبير عن أثر واتجاه العلاقات''الطردي والعكسي''بين تدفقات الاستثمار الأجنبي المباشر ومؤشرات سوق العمل على المستوى الوطني (الجزائر) . وفي نفس السياق تم التطرق لمعرفة مساهمة تدفقات الاستثمار الأجنبي المباشر في سوق العمل على المستوى المحلي(ادرار). وخلصت النتائج إلى أنه حسب : النموذج الأول (1): SRMT- في الفترة t وجود علاقة طردية مع معدل التشغيل EP SRMT- في الفترة-4 t وجود علاقة عكسية مع معدل التشغيل EP -اما XM وCIP ليس لهم تأثير معنوي على معدل التشغيل EP النموذج الثاني (2): -وجود علاقة عكسية بين الاستثمار الأجنبي المباشر ومعدلات البطالة . -الدراسة المحلية : -لايتلاءم طلب على العمل من طرف الشركات الأجنبية المستثمرة في ولاية ادرار مع عرض العمل للقوة العاملة العااطلة عن العمل، وبذلك يتضح أن مساهمة تدفقات الاستثمارالاجنبي المباشر لولاية ادرار تبقى ضيئلة جداً لغرض تحسين مؤشرات سوق العمل المحلي.

This study aimed to find out the contribution of foreign direct investment flows in improving the indicators of the national and local labor market. (ARDL) to express the impact and direction of the “positive and inverse” relations between foreign direct investment flows and labor market indicators at the national level (Algeria). In the same context, the contribution of foreign direct investment flows to the labor market at the local level was discussed (Adrar). The results concluded that, according to: The first form (1): SRMT- in the period t there is a positive relationship with the operating rate EP SRMT- in the t-4 period has an inverse relationship with EP playback rate - Either XM and CIP had no significant effect on the EP rate The second form (2): There is an inverse relationship between foreign direct investment and unemployment rates. Local study: - The demand for work by foreign companies investing in the state of Adrar does not match the job offer of the unemployed workforce, and thus it is clear that the contribution of foreign direct investment flows to the state of Adrar remains very small for the purpose of improving the indicators of the local labor market
