فعالية دراسة الجدوى في المؤسسات المالية لتمويل المشاريع البيئية

Abstract

هدفت الدراسة الى تسليط الضوء على واقع دراسات الجدوى في المؤسسات المالية الجزائرية لتمويل المشاريع البيئية من خلال دراسة اشكالية تتمحور حول ما مدى فعالية دراسات الجدوى المطبقة في تلك المؤسسات في اتخاذ قراراتها التمويلية، وقد تم الاعتماد في هذا الإطار على أداة الاستبيان كوسيلة لإستقصاء أفراد العينة المبحوثة وجمع المعلومات ثم تحليلها واختبارها عن طريق برنامج الحزمة الاحصائية للعلوم الاجتماعية spss. وقد كشفت الدراسة على أنه يوجد توجه عام لدى الجزائر لدعم البيئة حالياً ومستقبلياً من خلال التشجيع على انشاء جملة من المشاريع البيئية على المستوى الوطني، غير أن مجال الدراسة الذي شمل حيز جغرافي متمثل في عينة من ولايتين من الجنوب الكبير وهما أدرار وبشار، فقد أوضحت وجود قصور كبير وواضح في انشاء مشاريع ذات صبغة بيئية تساهم في تحقيق تنمية مستدامة بكافة أبعادها بالنظر لعدة أسباب. وعليه قامت الدراسة من أجل تجاوز ما تم ذكره، بتقديم مجموعة من الاقتراحات أهمها تفعيل دور المجتمع المدني والربط بين جميع الفاعلين بدءاً من المواطن البسيط الى الجمعيات والباحثين وغيرهم، لنشر الوعي لدى الشباب والمؤسسات للتحفيز على الخوض في مشروعات على علاقة وطيدة الصلة بالتنمية المستدامة على مستوى الولايتين محل البحث بصفة خاصة وعلى المستوى الوطني بصفة عامة.

The study aimed to shed light on the reality of feasibility studies in Algerian financial institutions to finance environmental projects through a problematic study centered on the effectiveness of the feasibility studies applied in these institutions in making their financing decisions, and in this context, the questionnaire was relied on as a means of surveying the members of the sample surveyed Information was collected, then analyzed and tested through the Statistical Package for Social Sciences (SPSS). The study revealed that there is a general tendency in Algeria to support the environment now and in the future by encouraging the establishment of a number of environmental projects at the national level. Significant and clear shortcomings in establishing projects of an environmental nature that contribute to achieving sustainable development in all its dimensions, given several reasons. Accordingly, in order to overcome what was mentioned, the study presented a set of suggestions, the most important of which is activating the role of civil society and linking all actors, starting from the simple citizen to associations, researchers and others, to spread awareness among young people and institutions to motivate them to engage in projects on a close relationship with sustainable development at the level of the two states The subject of research in particular and at the national level in general.
