Etude comparative technico-économique des différents systèmes de comptage de gaz transactionnels utilisés par Sonatrach et ses partenaires

Abstract

Dans le cadre du contexte actuel de la loi 86/14 permettant l’exploitation du sous sol national par des compagnies étrangères en partenariat avec Sonatrach, le partage de la production entre la compagnie nationale Algérienne et ses partenaires étrangers dans le cadre de la nouvelle loi et sous le contrôle du système fiscal Algérien devient un problème épineux car il nécessite une entente harmonieuse sur tout les niveaux entre les belligérants puis avec les autorités nationales telles que la douane, et l’ONML (Office National de Métrologie Légale) pour ne citer que ces deux institutions. Après un état de l’art sur tous les systèmes et les technologies utilisées par Sonatrach et ses associés, habituellement, deux technologies sont utilisées, les compteurs DANIEL (à orifice) et MECI (à turbine), et dernièrement on voit également les compteurs à ultrasons au sein de Sonatrach d’une façon assez importante. Ainsi, nous allons étudier techniquement et économiquement ces technologies ainsi que les autres procédés qu’on va trouver dans les différents champs de production et on va proposer une solution optimale à la société nationale pour l’aider à faire le bon choix et surtout imposer assurément un label national.

With the current context of the 86/14 law which allows the exploitation of the national underground by foreign companies in partnership with Sonatrach, the sharing of production between the Algerian national company and its foreign partners in the case of the new law and with the control of the Algerian tax system becomes a several problem because it requires a harmonious understanding on all levels between the belligerents and with national authorities such as the customs and the ONML (National Office of Legal Metrology) to not mention just these two institutions. After a study of the art on all the systems and technologies used by Sonatrach and its partners. Currently, there are two technologies that used, DANIEL meters (orifice) and MECI meters (turbine), and also we find ultrasonic meters that are used largely within Sonatrach. Therefore, we will study these technologies technically and economically as well as other processes that we find in the various fields of production in Sonatrach company. Then, we will propose an optimal solution for Sonatrach to help it to make the right choice and surely to get a national label
