في ظل أوضاع التطاحن الطائفي وأسقام التعصب المذهبي والنزاع السياسي والتعثر التنموي... التي يشهدها العالم الإسلامي، وما أسفر عنها من تدخلات أجنبية في شؤون المسلمين الداخلية، وامتصاص دمائهم واستباحة أعراضهم وابتزاز أموالهم وإهدار مقدراتهم... انشطر العقل المسلم أقساماً؛ فتوهم فريق أن الوحدة الإسلامية باتت ضرباً من الجنون أو إفراطاً في الخيال، وتوهم فريق آخر أن السبيل الكفيل بدرء مفاسد هذه الأوضاع يكمن في تبني التحديث التغريبي، الهادم لخصوصيات الأمة الإسلامية، المستدبر لقيم دينها الجامعة. في حين يثبت هذا البحث أن من عين الحكمة والتعقل استحضار أحكام الإسلام والإمعان في مقاصده سبيلاً منشوداً للنهوض بالأمة الإسلامية، وإكساب جسمها شروط المناعة؛ إذ يمثل تفعيل مقصد حفظ الوحدة الإسلامية سفينة النجاة لمواجهة داء التبعية الثقافية والاجتماعية والسياسية والاقتصادية... التي تعصف بالمسلمين لدهر طال أمده، وانتشالهم من أوحال اللعبة الدولية التي تتخطفهم الكرة تلو الأخرى. ويأتي انسجام روح العصر وروح التشريع الإسلامي حين يقرران التكتل والتكامل والاندماج والوحدة سبيلاً لرفع أشكال الاستغلال، وعيوب الاستعمار، وبناء صرح قوي قادر على النمو المطرد.
