متطلبات تطبيق الحوكمة في مؤسسات التعليم العالي

Abstract

تهدف هذه الدراسة إلى معرفة متطلبات تطبيق الحوكمة في مؤسسات التعليم العالي، ومدى توفر تطبيق هذه المتطلبات في الجامعات الجزائرية، وتكتسب الدراسة أهميتها في معالجة موضوع الحوكمة الجامعية، حيث لقي موضوع الحوكمة الجامعية اهتماما كبير بين الباحثين في البيئة الدولية والمحلية. ولتحقيق أهداف الدراسة تم استخدام المنهجين الوصفي والمقارن وكذا منهج دراسة الحالة، وتم الاعتماد على الاستبيان كأداة لجمع البيانات، والذي تم توجيهه إلى عينة من هيئة التدريس بالجامعات الجزائرية، حيث تم عرض وتقديم طرق جمع البيانات وتحليلها ومناقشة اختبار فرضيات الدراسة بالاعتماد على النمذجة بالمعادلات الهيكلية القائمة على المربعات الصغرى الجزئية (SEM-PLS) من خلال تحليل المسار باستخدام برنامج (SmartPLS4). وتوصلت الدراسة إلى أن تطبيق الحوكمة في مؤسسات التعليم العالي يسهم في تحسين التسيير الجيد لها والحد من الفساد الإداري والمساعدة على اتخاذ القرارات السليمة، وأن من أبرز متطلبات تطبيق الحوكمة في الجامعات الجزائرية هو توفير البيئة الملائمة، والعمل على التوعية نحو الأخذ بأهم متطلبات مبادئ الحوكمة الجامعية كالرؤية الإستراتيجية، الاستقلالية، المساءلة، المشاركة، الشفافية، كما أكدت نتائج الدراسة على أن توفر تطبيق متطلبات الحوكمة في الجامعات الجزائرية لا يزال بعيد جدا من خلال النتائج المتوصل إليها، وأوصت الدراسة بالتوعية بأهمية إصلاح التعليم العالي عن طريق تبني أسلوب الحوكمة، وتدريب القيادات الجامعية على هذا الأسلوب من خلال التكثيف للدورات مع عرض نماذج الجامعات الناجحة في هذا المجال.

summary: This study aims to know the requirements for applying governance in higher education institutions, and the extent to which these requirements are implemented in Algerian universities. The study gains its importance in addressing the topic of university governance, as the topic of university governance has received great interest among researchers in the international and local environment. To achieve the objectives of the study, the descriptive and comparative approaches were used, as well as the case study approach, and the questionnaire was relied upon as a tool for collecting data, which was directed to a sample of teaching staff in Algerian universities, where methods of data collection and analysis were presented and discussed, and testing of the study hypotheses was discussed based on modeling with existing structural equations. On partial least squares (SEM-PLS) through path analysis using (SmartPLS4) program. The study concluded that applying governance in higher education institutions contributes to improving their good management, reducing administrative corruption, and helping to make sound decisions, and that one of the most prominent requirements for applying governance in Algerian universities is providing an appropriate environment, and working to raise awareness towards adopting the most important requirements of the principles of university governance. Such as strategic vision, independence, accountability, participation, transparency, The results of the study also confirmed that the implementation of governance requirements in Algerian universities is still very far from the results obtained, and the study recommended raising awareness of the importance of reforming higher education by adopting a governance method, and training university leaders in this method through intensifying courses and displaying university models.
