دور الرقابة على التحويلات المالية في ترشيد النفقات العمومية

Abstract

هدفت الدراسة إلى إبراز دور الرقابة على التحويلات المالية في ترشيد النفقات العمومية، و هذا من خلال التطرق إلى كيفية تطبيق الرقابة على التحويلات المالية في مؤسسة الرقابة المالية لولاية أدرار كدراسة حالة من أجل فهم مختلف الجوانب المتعلقة بالموضوع، و تم الاعتماد على الاستبيان الذي تم توزيعه على أعوان المؤسسة ومن ثم دراسته و تحليل محاوره باستخدام مجموعة من الاختبارات الإحصائية. توصلت الدراسة إلى مدى أهمية فرض رقابة على مختلف عمليات التحويلات المالية لضمان السير الحسن للأموال من أجل حمايتها و الحفاظ عليها من السرقة و عمليات الاختلاس، و تحقيق ما يسمى بالشرعية المالية لالتزامات النفقات العمومية و ترشيدها.

The study aimed to highlight the role of control over remittances in rationalizing public expenditures, by addressing how to apply control over remittances in the Financial Supervision Institution of Adrar State as a case study in order to understand the various aspects related to the subject, and the questionnaire that was distributed was relied upon. On the employees of the institution and then study and analyze its axes using a set of statistical tests The study found the extent of the importance of imposing control over the various financial transfers to ensure the proper flow of funds in order to protect and preserve them from theft and embezzlement, and to achieve the so-called financial legitimacy of public expenditure obligations and their rationalization.
