الإطار القانوني لتقديم الخدمة العمومية في ضوء التشريع الجزائري

Abstract

إصلاح العلاقة بين الإدارة والمواطن محور يحظى بأولوية لدى السلطات العمومية من خلال تحسين الخدمات والوصول إلى إدارة إلكترونية مجهود كبير تم بدله في هذا تثمل في إصلاح الإدارة و تنمية الموارد البشرية و رقمنة الإدارة , لتبسيط العمل الإداري وتحقيق جودة خدمات المرفق العام وهو ما خلق زخما جديدا يسمح بتحقيق أهداف الحكومة لتجسيد برنامج رئيس الجمهورية , والوصول إلى إدارة حديثة , وتخفيف العبء على المواطن ,وذلك من خلال دعم وتنويع الخدمات التي ترفع نوعية العلاقة مع المواطن .وذلك في إطار ترقية وجودة الخدمات العمومية والهدف من هذا خدمة المواطن ، وتقريب الحياة الادارية والحد من عبئ التنقل عبر المناطق من اجل استخراج الوثائق .

Réformer la relation entre l'administration et le citoyen est un axe prioritaire pour les pouvoirs publics à travers l'amélioration des services et l'accès à la gestion électronique, il permet d'atteindre les objectifs du gouvernement d'incarner le programme du Président, d'accéder à une administration moderne et de réduire la charge sur le citoyen, à travers le soutien et la diversification des services qui améliorent la qualité de la relation avec le citoyen La charge de se déplacer à travers les régions pour extraire des documents.

Reforming the relationship between the administration and the citizen is an axis that is a priority for public authorities through improving services and access to electronic management. It allows the achievement of the government's goals to embody the President's program, access to a modern administration, and reduce the burden on the citizen, through the support and diversification of services that raise the quality of the relationship with the citizen.
