مشروع الجزائر الإلكترونية

Abstract

يعيش العالم في هذه الفترة ثورة تقنية عالية في ظل التقدم العلمي و التكنولوجي و هذا التطور في تكنولوجيا المعلومات و الإتصالات و المعرفة أدي إلي ظهور أساليب و أدوات و طرق و تقنيات جديدة في كل المجالات و بالأخص في مجال الإدارة ووظائفها، مما فرض علي كل الدول و الحكومات إعادة تقييم الأداء الحكومي و إعادة النظر في وظائفها التقليدية و الخدمات التي تقدمها للمواطن. و قد حاولنا في هاته الدراسة التطرق إلي مدي الجاهزية الإكترونية لبلوغ مشروع الحكومة الإلكترونية في الجزائر منذ 2013م وتسليط الضوء علي واقع فيها و التحديات التي تحول دون التطبيق الكامل لهذا النظام، خاصة أنه لا يزال مصطلح الحكومة الإلكترونية حديثا من حيث الطرح و التصور خصوصا في الدول النامية، و تسعي الجزائر جاهدة لمواكبة هذا التطور. و في ختام الدراسة حاولنا الخروج ببعض التوصيات التي من شأنها أن تساعد في بعض الحلول من أجل الوصول إلي تفعيل مشروع حكومة إلكترونية في الجزائر لإرساء حكم فعال و رشيد مستقبلا.

The world is living in a period of high technical revolution in light of scientific and technological progress. This development in information and communications technology and knowledge has led to the emergence of new methods, tools, methods and technologies in all fields, especially in the field of administration and its functions. This has forced all countries and governments to reevaluate government performance and reconsider their traditional functions and the services they provide to citizens. In this study, we tried to address the extent of electronic readiness to reach the e-government project in Algeria since 2013 and to highlight the reality there and the challenges that prevent the full application of this system, especially that the term e-government is still new in terms of proposal and concept, especially in developing countries, and Algeria is working hard to keep up with this development. At the end of the study, we tried to come up with some recommendations that would help in some solutions in order to reach the activation of an electronic government project in Algeria to establish effective and rational governance in the future
