إن حماية الاقتصاد الوطني من الأخطار الحدودية ،تطلب خلق أدارة تسعر على ذلك .وهي إدارة الجمارك التي أوكل إليها المشرع مهمة مراقبة وتنظيم الاقتصاد مع البلدان الحدودية . بحيث تعتمد هده الإدارة على وسيلتين أساسيتين هما: الوسائل القانونية: وتتمثل في قانون الجمارك والاتفاقيات الوسائل البشرية والمادية: وتتمثل في أعوان الدولة والموظفين وكل تجهيزات المتاحة لتغطية المكان الجمركي
