دور الرسم على النشاط المهني في تمويل ميزانية الجماعات المحلية

Abstract

هدفت الدراسة إلى الوقوف على مساهمة الرسم على النشاط المهني في تمويل ميزانية الجماعات المحلية، ولأجل ذلك قمنا بإجراء دراسة مقارنة بين بلديتي أدرار وأولاد أحمد تيمي للفترة 2017-2021، وتوصلت الدراسة إلى أن الرسم على النشاط المهني يساهم بشكل كبير في تمويل ميزانية بلدية ادرار حيث غطى الرسم على النشاط المهني نسبة فاقت 40% من إجمالي إيرادات البلدية، وهذا راجع إلى تمركز الأنشطة التجارية والاستثمارية لولاية أدرار على إقليم بلدية أدرار, في حين ساهم بشكل ضئيل في بلدية أولاد احمد تيمي ولم تتعدى نسبة المساهمة في الإيرادات الإجمالية نسبة 10% وهذا راجع إلى قلة الأنشطة التجارية والاستثمارية الممارسة على مستوى إقليم البلدية.

The study aimed to determine the contribution of the fee on professional activity to financing the budget of local communities, and for that we conducted a comparative study between the municipalities of Adrar and Awlad Ahmed Timi for the period 2017-2021. The fee on professional activity covered more than 40% of the municipality’s total revenues, and this is due to the concentration of commercial and investment activities in the state of Adrar on the region of the municipality of Adrar, while it contributed little to the municipality of Awlad Ahmed Timi and the percentage of contribution to the total revenues did not exceed 10% and this is due To the lack of commercial and investment activities practiced at the level of the municipality's territory.
