دور الضبط الاداري في حماية البيئة من التلوث الاشعاعي

Abstract

هذا البحث يتناول التلوث الاشعاعي بجميع حالاته ومصادره المختلفة وأضراره وطرق معالجته، ولتحقيق أهداف هدا البحث تم عرض جميع طرق المعالجة وتخفيف هذا التلوث ان لم يمكن ازالته تماما، ودلك لتوعية المجتمع الذي أصبح في هذا العصر الاشعاع يدخل في الكثير من المنشآت والتقنيات، وتوعية المجتمع من أهم طرق العلاج من التلوث. ومن الدراسات نجد أنه كلما زادت أهمية الاشعاع المعرض له البيئة زاد الخطر على البيئة بشكل عام على والانسان وحياته بشكل خاص. لهذا السبب سعى المشرع الجزائري الى وضع ترسانة قانونية في اطار سياسة بيئية مضبوطة ومحكمة تعنى بحماية الكيان البيئي من كل مسببات هدا الخطر، وذلك عن طريق تفعيل أدوات ووسائل متنوعة منها ما تميز بالطبع الوقائي ومنها ما تميز بالطبع الردعي (آليات الضبط الاداري).

This research deals with radioactive contamination in all cases is different sources and treatment methods. To archives objectives of this research were presented all methods of treatment and reduce this pollution that cannot be completely removal so as to educate the community which has become in this era of the most important methods of treatment of pollution The studies found the greater the amount of radiation show him the environment is general and human life in particular. For this reason; the Algerian legislature sought to establish a legal platform within the framework of a controlled and tight of environmental policy concerned with protecting the environmental entity from all the causes of this danger; by activating various tools and means including preventive measures and deterrent characteristic.
