منظمات المجتمع المدني ودورها في حماية الحقوق والحريات

Abstract

منظمات المجتمع المدني تعتبر مؤسسات غير حكومية تسعى لخدمة الوطن والمواطن وخدمة حقوقهما وهذا ما يكسبها تلك الأهمية الكبيرة فيما يتعلق بحماية مختلف الحقوق والحريات. إن حركة إنشاء ونشاط منظمات المجتمع المدني يعتبر أمرا جليا، على الرغم من تأثرها بمختلف الأنظمة السياسية التي عادة ما تقوم إما بإقصائها وتهميشها أو محاولة تسهيل ممارسة هذا الحق الطبيعي. وبالرجوع لمختلف القوانين سواء على المستوى الدولي أو الداخلي نلمس دائما تطورا وتحيينا وتكريسا لكل ما من شأنه فتح المجال أمام نشأة وعمل هذه المنظمات وخصوصا تلك المهتمة بحماية الحقوق والحريات، هذه الأخيرة المرنة التي لطالما طالها التطور والتجديد وفق مقتضيات ومستجدات العصر، وفتح المجال لا يعني بالضرورة تحقيق الغاية المرجوة، إذ أن منظمات المجتمع المدني منذ نشأتها لليوم كانت ولازالت تحدها عراقيل متنامية ومتجددة .

Civil society organizations are considered non-governmental institutions that seek to serve the homeland and the citizen and their rights, and this is what gives them such great importance with regard to the protection of various rights and freedoms. The movement of the establishment and activity of civil society organizations is a clear matter, although it is affected by the various political regimes that usually either exclude and marginalize them or try to facilitate the exercise of this natural right. By referring to the various laws, whether at the international or internal level, we always see a development, a revival, and a dedication to everything that would open the way for the emergence and work of these organizations, especially those interested in protecting rights and freedoms. Achieving the desired goal, as civil society organizations, since their inception to this day, have been and are still being challenged by growing and renewed obstacles. This requires civil society organizations to search for developments in protection mechanisms or to develop them according to the exigencies of the situation.
