Abstract

International exchange rates fluctuations play an important role in international economic and monetary relations within the framework of the so-called international currency war. Because the Dollar and the Euro are the most important of these international currencies, the changes in the Euro-Dollar exchange rate have a significant impact on international trade movement and international capitals flows. The effects of these fluctuations seem more pronounced for developing countries, through the imbalances that occur at the level of internal and external balances of these economies. This study analyzed and measured the most important factors affecting the Euro / USD exchange rate, then the study examined the relationship between the Euro-Dollar exchange rates and crude oil prices, which was found to be a negative relationship from the Dollar exchange rate to crude oil prices. The study discussed the OPEC oil pricing options between the Dollar and the Euro and the consequences of each option, and then study the impact of the fluctuations of the Euro-Dollar price on the indicators of internal and external balance of the Algerian economy. The study concluded that, the effect depends on the purchasing power of the Dollar against the Euro. Algeria earns whenever the purchasing power of the Dollar versus the Euro increases. The opposite situation happens when the purchasing power of the Dollar against the Euro declines.
