الموازنة بين استقطاب الاستثمار الاجنبي ومبدأ المحافظة على المصلحة الوطنية

Abstract

يعتبر الاستثمار الاجنبي مفتاح التنمية لذلك تعمد مختلف الدول الى استقطابه بشتى الوسائل والجزائر من بين الدول التي ساعد الى بناء قاعده هيكليه مثبته تستجيب لمتطلبات التنمية وتشجيع على اشتراك المتعاملين الاجانب وشركات الاستثمار وتتمثل هذه العناصر في عوامل التحفيز الأساسية والضمانات الممنوحة للمستثمر الاج الاجنبي من اجل تأهيل الاقتصاد الوطني مع متطلبات العولمة وفي نفس الوقت لا يمكن غض النظر عن القيود المقررة على الاستثمار الاجنبي المنصوص عليها قانون وتنظيما وذلك للحفاظ على المصالح الوطنية للدولة الجزائرية.

Foreign investments is the key of development ، so various countries tend to attract it by different means ، and Algeria is among the countries that helped to build a proven structural base that responds to the requirements of development and encourages the participation of foreign dealers and investment companies and this elements are represented in the main motivating factors and guaranties granted to the foreign investors in order to rehabilitate the national economy with the requirements of globalization ، and in the same time it is not possible to overlook the restrictions on foreign investments stipulated by law and regulation in order to preserve the national interests of Algerian state
