اسهامات الصيرفة الإسلامية في تفعيل واقع التنمية المحلية

Abstract

تهدف هذه الدراسة إلى التعريف بالمصارف الإسلامية وإبراز دورها في إنعاش الاستثمار المحلي، بحيث تعتمد في ذلك على آليات وصيغ معلومة في تعاملاتها مع المستثمرين كالمرابحة، المضاربة، السلام وغيرها. لغرض توضيح ذلك أسقطنا الدراسة على مصرف السلام الجزائري-وكالة أدرار وذلك لمعالجة الجانب التطبيقي وتوصلنا إلى أن المصارف الإسلامية استطاعت تحقيق الدور المنوط بها في عمليات التنمية المحلية وذلك بحكم الطبيعة الخاصة والمميزة للمصارف الإسلامية التي لا توجد دائما في المصارف التقليدية، كما أن خصوصية العلاقة بين المصارف الإسلامية والمودعين لديها يعطيها ميزة كبيرة في حشد المدخرات وتمويل الاستثمارات وبالتالي تساعدها على القيام بدور فعال في تحقيق التنمية المحلية من خلال تغليب العنصر الأخلاقي الذي يحافظ على المجتمع ،انطلاقا من مقاصد الشريعة.

This study aims to introduce Islamic banks and highlight their role in reviving local investment, as it relies on well-known mechanisms and formulas in its dealings with investors such as Murabaha, speculation, Salam and others. For the purpose of clarifying this, we dropped the study on the Algerian Al Salam Bank - Adrar Agency in order to address the practical aspect and we concluded that Islamic banks were able to achieve the role entrusted to them in local development processes, by virtue of the special and distinctive nature of Islamic banks that are not always found in traditional banks, and the specificity of the relationship between Islamic banks and their depositors give them a great advantage in mobilizing savings and financing investments, thus helping them to play an effective role in achieving local development through giving priority to the moral element that preserves society, based on the purposes of Sharia.
