ملف الهجرة الشرعية و غير الشرعية بين دول جنوب و شمال المتوسط

Abstract

اطار هذه الدراسة هو الهجرة غير الشرعية التي تتم من جنوب المتوسط وشرقه الى اقطار اوربا في شماله، والمهاجرون في معظمهم من الاقطار العربية اضافة الى جنسيات اخرى افريقية واسيويه. يقطع هؤلاء المهاجرون البحر المتوسط في رحلة محفوفة بالمخاطر من خلال قوارب غير مهيأة، وذلك بواسطة عصابات تهريب متخصصة في هذا المجال، لقاء اجور باهظة. والداوفع لهذا النوع من الهجرة هي الظروف القاسية والصعبة وغير الملائمة التي يعيشها هؤلاء في بلدانهم، وصورة الامل المشرق التي تدفعهم الى ركوب المخاطر، أملاً في حياة كريمة على الجانب الثاني من المتوسط. غير انه مع الاسف تنتهى اغلب هذه الرحلات اما بالغرق او الاحتجاز او الترحيل نتيجة للاجراءت الصارمة في دول المنشأ والمقصد التي تتخذ بحقهم، والحل الامثل لهؤلاء هو التنمية المستدامة في بلدانهم، التي توفر لهم سبل العيش والحياة الحرة الكريمة التي تساعد على بقائهم في بلادهم.

The subject of this paper is the illegal migration from Southern and Eastern Mediterranean sea to the European countries. The majority of these migrants are from the Arab countries, some of them are from African and Asian nationalities. The illegal migrants cross the Mediterranean through un save boats guided by smugglers who get high amount of money. The inconvenient, difficult and hard circumstances which the illegal migrants face in their places of origin and the hope of a good life in the place of destination are the main causes for this type of migration. Unfortunately most of these trips end up with drowning or imprisonment or going back home. The ideal solution is permanent development plans in the place of origin, which provide and maintain a good life for those immigrants and prevent them from the illegal migration.
