دور المعارضة في الأنظمة الدياسية العربية بعد 2011

Abstract

تنطلق هذه الدراسة من مساهمة المعارضة االسٌاسٌة فً دعم استقرار الأنظمة السٌاسٌة العربٌة ،فً ظل الاختلاف و التباٌن للإشكال هذه النظم التً استطاع بعضها التكٌف مع المعارضة ،والبعض الأخر سقط أمام تحركات المعارضة . وبدراسة حالتً –الجزائر ومصر- انطلاقا من الأحداث التً شهدتها الساحة السٌاسٌة الجزائرٌة والمصرٌة منذ سنة ، 3122وذلك بالرجوع الى البداٌة الحقٌقٌة لنشاط المعارضة السٌاسٌة فً هاذٌن النظامٌن ،بعد إقرار التعددٌة الحزبٌة بهما ،وعبر بعض الأحداث والقوانٌن نجد نوع من السلوك منتهج بٌن المعارضة السٌاسٌة والسلطة الحاكمة . وبالتطرق الى بعض الأحداث والمحطات التً وقعت بٌن حدي الدراسة كطبٌعة الأحزاب والتٌارات المعارضة وتطورها وصورتها فً الحٌاة السٌاسٌة والإعلامٌة ،وكذا علاقتها بالنظامٌن السٌاسٌٌن الجزائري والمصري ،من خلال هذه القوى المعارضة ومشارٌعها وبرامجها، وأهدافها، وكذلك الصعوبات التً تتلقاها، والتً تعوق من تقدمها وحسب ماخلصنا إلٌه، أن النظم السٌاسٌة الملكٌة استطاعت احتواء المعارضة عكس النظم الجمهورٌة بالوطن العربً ،وانه بالرغم من إقرار التعددٌة ، وإصدار القوانٌن والمراسٌم المحددة لعمل الأحزاب السٌاسٌة فً النظامٌن السٌاسٌٌن الجزائري والمصري ،إلا ان المعارضة السٌاسٌة لم تستطع تقدٌم اي إضافة أو تغٌٌر، ولم تقم بطرح أي بدائل لسٌاسات النظام ،بل ظلت تعانً من مجموعة مشاكل وأزمات نجحت فً تفكٌكها وأدت الى ضعفها ،فً المقابل استطاع النظام فً استغلال هذا الضعف والتفكك فً مواصلة تهمٌش وإبعاد المعارضة السٌاسٌة عن الوصول الى السلطة، وهو مانجح فٌه الى الٌوم

This study stems from the contribution of the political opposition to supporting the stability of Arab political systems, in light of the differences and variations of these systems, some of which were able to adapt to the opposition, and others fell in front of the opposition's .movements By examining my cases - Algeria and Egypt - based on the events that have taken place in the Algerian and Egyptian political arena since 2011, with reference to the real beginning of the activity of the political opposition in these two systems, after the adoption of partisan pluralism in them, and through some events and laws, we find a type of behavior between .the political opposition and the authority ruling And by addressing some of the events and stations that occurred between the two limits of the study, such as the nature of opposition parties and currents, their development and image in political and media life, as well as their relationship with the Algerian and Egyptian political systems, through these opposition forces, their projects, programs, and goals, as .well as the difficulties they receive, which hinder their progress According to what we concluded, the royal political systems were able to contain the opposition, unlike the republican systems in the Arab world, and that despite the adoption of pluralism, and the issuance of laws and decrees specific to the work of political parties in the Algerian and Egyptian political systems, the political opposition could not provide any addition or change, and did not By proposing any alternatives to the regime’s policies, it continued to suffer from a set of problems and crises that succeeded in dismantling them and led to its weakness.
