دور الجماعات المحلية في تحقيق التنمية المحلية

Abstract

التنمية بشكل عام حق للشعب وواجب على الدولة ، والتنمية المحلية هي جزء من التنمية الشاملة لجميع اقاليم الدولة ، فالتنمية المحلية هي القاعدة والارضية الاساسية في البلاد ، يجب ان تتجسد في الرقعة الجغرافية العريضة للمواطن ، من خلال قيادة قاعدية حكيمة وواعية ومتفهمة بما هو ملقى عاتقها من مسؤوليات اتجاه مواطنيها ، ان اهتمام السلطات بالتنمية المحلية واعطائها فرص التسيير المحلي بشيء من المرونة مع توفير المناخ الملائم ، بإمكانه ان يعطي ثمار سريعة ويضفي تنافسا تنمويا بين مختلف الجماعات المحلية ، و من جانب اخر الاهتمام العنصر البشري الذي يعد مصدر الثروات ومن المؤهلات الاساسية لمختلف المشاريع التنموية المحلية ،هذه المشاريع التنموية التي ترقى بمستوى المحلي عبر البلديات والولايات الى تحقيق امال وطموحات المواطنين . اذن فالمسؤول المحلي يقع على عاتقه تحقيق هذه الآمال والطموحات للمواطن المحلي وذلك بتطور الموجود وايجاد المفقود. ان المشاريع التنموية تتطلب جملة من الاليات الواجب توافرها لتحقيق الطموحات وامال الموطنين منها التسيير للمجموعات المحلية بالخصوص المؤهلات العلمية والعملية لتسيير الموارد المادية والبشرية في الولاية والبلدية . كذلك من الضروري اعادة النظر في القوانين الحالية على المستوى المحلي – قانون البلدية وقانون الولاية وجعلها تتماشى مع تطورات الانظمة الاقتصادية والاجتماعية والثقافية والادارية. إضافة الى هذا يجب فتح مجال امام المبادرات الشخصية المشاريع الخاصة وفق برامج مسطرة ومحددة بغية تحقيق التنمية المحلية مع تفعيل دور الرقابة والتوجيه.
