الحكومة الإلكترونية ودورها في تطوير الخدمة العمومية في الجزائر

Abstract

لقد خطت الدول العربية خطوات محترمة في اعتماد الحكومة الالكترونية كآلية مبتكرة توفر حلولا للمشكلات والعوائق التي تحبط فعالية الجهاز الإداري و تثبطه، ولأجل ذلك اعتمدنا هذه التقنية باعتبارها مدخلا مبتكرا للإصلاح الإداري المعاصر، كما اعتمدنا الحالة الجزائرية نموذجا لاستكشاف موقع الحكومة الالكترونية من آليات الإصلاح الإداري في الوطن العربي . فتوظيف الآلية لم يحقق الهدف منه، لانعدام القدرة على الاستجابة لكل مبتكر نافع ، وكذا عدم مواكبة تشريعاتنا لزخم التطور التكنولوجي المذهل ، وشح الموارد في بعض الدول، ونقص الكفاءات المؤهلة للقيام بهذه المهمة، وعدم توافر بيئة حاضنة لتكنولوجيا المعلومات، وانتشار الأمية الرقمية في مجتمعنا. ولعل توفير بيئة حاضنة لهذه الآلية ، وتوفير الدعم والموارد اللازمة لإدخالها في صلب الجهاز الإداري ، واستقطاب الكفاءات المؤهلة وتحفيزها للقيام بهذه المهمة ، سيحقق ولا شك غايات توظيف الحكومة الإليكترونية في النهوض بالجهاز الإداري وجعله أداة للتنمية الشاملة لا عائقا من عوائقها.

Arab states have made respectable steps in the adoption of egovernment as a mechanism which provides innovative solutions to problems and obstacles that frustrate the effectiveness of theadministrative device, and for that this technology was adopted as an innovative input to contemporary administrative reform. However, this employment did not achieve the goal, because of the lack of the ability to respond to all beneficial innovative as well as the lack of keeping up our legislation to the momentum of thestunning technological development, scarcity of resources in some countries, and the lack of competencies qualified to do the job, and the lack of an incubator for information technology, and the spread ofdigital literacy in our society. Perhaps providing an incubator for such a mechanism, and providing support and resources needed to be entered at the heart of the administrative apparatus, and to attract qualified eligible and motivate to do the job, would with no doubt result in employing e-government in the promotion of the administrative mechanism and make it a tool for the comprehensive development and not its handicap
