إدارة التنمية المحلية في الجزائر

Abstract

سعت الجزائر ومنذ زمن بعيد الى مبدا اللامركزية الذي يعتبر اهم وسيلة لتحقيق التنمية المحلية ، وهذا يتضح جليا من خلال الصلاحيات الواسعة التي أوكلت للجماعات المحلية-الولاية والبلدية-عبر النصوص القانونية المختلفة في شتى المجالات الاقتصادية والاجتماعية والسياسية والإدارية والثقافية ...وغير ذلك. لكن بالرغم من هذه الصلاحيات المسندة للجماعات المحلية في ميدان التنمية المحلية، إلا ان الواقع يعكس حقيقة ذلك، نظرا للعجز وضعف واختلال التنمية المحلية المطروح في النقاشات والخطابات السياسية، الامر الذي يدفعنا الى الكشف عن ملامح فشل سياسة التنمية المحلية في الجزائر. وهذا ماتناولناه فيما يخص واقع التنمية المحلية بولاية ادرار وفي الأخير توصلت نتائج الدراسة الى ان مصطلح التنمية المحلية في الجزائر خال في محتواه، حيث ان مكانة الجماعات المحلية لا يتعدى المشاركة في تنفيذ السياسات والبرامج التنموية التي تعدها السلطة وهي لاتستجيب لتطلعات المجتمع المحلي، بسبب نقص الوسائل المالية والبشرية لتطبيقها، والرقابة الخانقة والوصاية الإدارية الشديدة، لتصبح في النهاية امتداد اداري للسلطة المركزية على المستوى المحلي، الذي يزين واجهة العملية الديمقراطية.

Algeria has long sought the principle of decentralization, which is considered the most important way to achieve local development, and this is evident through the wide powers that have been entrusted to local groups - state and municipal - through various legal texts in various economic, social, political, administrative and cultural fields ... and so on. But despite these powers assigned to local groups in the field of local development, the reality reflects the reality of this, given the deficit, weakness and imbalance of local development raised in political discussions and discourses, which prompts us to reveal the features of the failure of local development policy in Algeria. This is what we discussed regarding the reality of local development in the state of Adrar Finally, the results of the study concluded that the term local development in Algeria is empty in its content, as the position of local groups does not exceed participation in the implementation of development policies and programs prepared by the authority, which do not respond to the aspirations of the local community, due to the lack of financial and human means to implement them, suffocating control and severe administrative guardianship. , to eventually become an administrative extension of the central authority at the local level, which adorns the facade of the democratic process.
