الاطار القانوني للبلدية وأثره على التنمية المحلية في الجزائر

Abstract

من خلال الدراسة التي قمنا بها وكخاتمة للموضوع فان قانون البلدية 11/10 خول للسلطات المحلية عدة صلاحيات بهدف تحقيق التنمية المحلية ولكن الواقع المعاش اثبت عكس ذلك حيث كان دورها محدود لا يتوافق مع ما جاء به القانون وذلك راجع لعدة اسباب منها نقص الموارد المحلية وضعف الاستثمار المحلي والتمويل المحلي مما جعل البلدية دائما في حالة تبعية للمركزية كذلك تقييد حرية البلديات لمهامها وهذا يؤدي بالضرورة الى محدودية فعالية المجالس المنتخبة في تحقيق التنمية لان ذلك مرتبط باستقلاليتها.

Through the study that we conducted and as a conclusion to the subject, the Municipal Law 11/10 granted the local authorities several powers in order to achieve local development, but the reality of the pension proved the opposite, as their role was limited and did not comply with what the law stated, due to several reasons, including the lack of local resources and weak investment Local and local funding, which made the municipality always in a state of dependence on centralization, as well as restricting the freedom of municipalities for their tasks, and this necessarily leads to limited effectiveness of the elected councils in achieving development because this is linked to their independence.
