فعالية التحصيل الجبائي للجماعات المحلية وتاثيره في تسيير خزينتها

Abstract

تهدف هذه الدراسة إلى إبراز واقع التحصيل الجبائي للجماعات المحلیة حیث تعتبر الموارد الجبائیة من أهم الموارد التي خصصتها الدولة لتمویل الجماعات المحلیة، لأجل تلبیة إحتیاجات المواطنین المحلیین ودعم المسار التنموي على مستوى الإقلیمي. فالتحصيل الجبائي الأمثل للجماعات المحلیة یساعدها بشكل كبیر في الرفع من المردودیة المالیة، من خلال زیادة المحاصیل الجبائیة، وبالتالي تغطیة الأعباء العامة . لذلك یأتي هذا العمل لیبین واقع التحصيل الجبائي للجماعات المحلیة وتاثيره في تسيير خزينتها مع الاعتماد على دراسة تطبیقیة لتحلیل الإیرادات الجبائیة لبلدیة أدرار، بهدف الوقوف على واقع التحصيل الجبائي للجماعات المحلیة في الجزائر

This study aims at highlighting the reality of the fiscal management of the local communities. The tax resources are among the most important resources allocated by the state to finance the local communities in order to meet the needs of local citizens and support the development process at the regional level. The optimal fiscal management of local communities greatly helps them increase financial profitability, through increased tax revenues, and thus coverpublic burdens. Therefore, this work comes to illustrate the importance of the fiscl management of the local communities, while relying on an applied study to analyze the tax revenues of the municipality of Adrar, in order to determine the reality of the fiscal management of the local communities in Algeria.
