دور الإدارة المحلية في الرقابة على تنفيذ عمليات التجهيز العمومي

Abstract

هدفت هذه الدراسة إلى تبيان مدى فعالية الإدارة المحلية كجهاز رقابي على الجماعات المحلية في الجزائر لاسيما من حيث الرقابة على نفقات التجهيز العمومي، واعتمدت الدراسة على أسلوب تحليل وجهات النظر لأفراد عينة من مديرية الإدارة المحلية وذلك من خلال توزيع استبيان يضم مجموعة من المحاور متعلقة بمتغيرات الدراسة، وتم تحليل واستخراج النتائج باستخدام برنامج التحليل الإحصائي spss، وخلصت الدراسة إلى الدور الكبير الذي تلعبه الإدارة المحلية في حماية المال العام لا سيما نفقات التجهيز العمومي. حيث أثبتت أنها تقوم بدور فعال غير أن البعض في الحاجة من المزيد من الإصلاحات لتفعيل دورها الرقابي وهذا حماية لمصالح المواطنين.

The aim of the study was to demonstrate the effectiveness of local administration as a monitoring body for communities in Algeria, particularly in terms of the control of public processing expenditures. The study relied on the method of analysing the views of members of a sample of the Directorate of Local Administration through the distribution of a questionnaire containing a set of axes on the variables of the study. The results were analysed and extracted using the SPSS statistical analysis programme. The study found that the local administration played a significant role in protecting public money, particularly public processing expenses, as it proved to be instrumental, but that more corrections were needed to give effect to its oversight role and to protect the interests of citizens.
