تطور النظام الانتخابي في الجزائر من 1962-2021

Abstract

يعتبر النظام الانتخابي لأي نظام سياسي الركيزة الأساسية التي يستطيع من خلالها الانطلاق لتكريس المبادئ الديمقراطية ودولة القانون إذ يعتبر الوسيلة الوحيدة والشرعية التي تجسد مقولة حكم الشعب، لذلك كثرت الدراسات المهتمة بالنظم الانتخابية، والتي تسعى إلى الوصول إلى أنظمة انتخابية أكثر تمثيلاً وأكثر عدالة. والجزائر منذ استقلالها تبنت أنظمة انتخاب مختلفة حسب الظروف التي مر بها النظام، ويمكن تمييز مرحلتين فاصلتين في مسار تطور النظام الانتخابي في الجزائر هما: مرحلة الأحادية الحزبية ومرحلة التعددية الحزبية، إذ تعد المرحلة الأخيرة هي المرحلة الفعلية لتبلور النظام الانتخابي في الجزائر حيث عرف النظام الانتخابي في هذه الفترة عدة تعديلات وإصلاحات أثرت بشكل واضح على المجالس المنتخبة والأحزاب السياسية، والحياة السياسية في الجزائر بشكل عام، وذلك انطلاقاً من تطبيق نظام الأغلبية إلى نظام التمثيل النسبي مروراً بالنظام المختلط، وهذا كله من أجل اجراء استحقاقات انتخابية في جو من النزاهة

The election procedure Is considered as a Cornerstone for every political system Through it can demonstrate Democracy values end state of law it is considered the only legitimate way to Embody the principle of Popular sovereignty, Because of that multiple studies Emerged that focused on Election systems which aims to improve the election process and to make it as just as possible Algeria since its independence followed multiple election methods according to the circumstances of the state, we can specify two periods in the evolution How's the election system in Algeria which are: one-party system And the multiple-party system the latter is considered as the true form of the Algerian electoral system, in this period The system knew many modifications That affected severely the elected councils and the political parties and the politics in Algeria in general, Starting from the majority system to The representation system passing by hybrid systems all to create a fair election process
