واقع تجسيد السياسات البيئية في بلدية أدرار

Abstract

تطرقنا في هذه الدراسة إلى موضوع السياسات البيئية المعتمدة على المستوى المحلي ، وذالك من خلال الوقوف عند أهم المحطات الاستراتيجية في جانبها النظري واعتماد نموذج تطبيقي لدور البلدية في تجسيد السياسة البيئية معتمدين في ذالك على مجمل الآليات والوسائل والمراجع ذات الصلة بالموضوع بما في ذالك التشريع القانوني المنظم لهذه السياسة ، كما ركزنا على أهم الأدوار التي تقوم بها البلدية وكذا معرفة نتائجها على الواقع . من خلال هذا البحث حاولنا قدر الإمكان الإلمام بمختلف المجالات ذات العلاقة بمحور البيئة، كما خلصنا الى أن حماية البيئة تمثل هدفًا من أهداف الجزائر وتوضح مظهرًا من ابرز مظاهر عنايتها بسلامة المواطن ، كمت أنه و بالرغم من كثرة التشريعات التي تتناول موضوع حماية البيئة في الجزائر إلا انها لم تحقق اهدافها المرجوة . في حين تشريعاتها و قوانينها تأكد بان تجسيد السياسة البيئية مرهون ببرامج ترعاها الحكومة و هو ما يعني أن السياسة البيئية ترتبط وثيقا بمفهوم السياسة العامة للدولة . و حلصنا كذلك الى أن حماية البيئة أصبحت ضرورية تفرض نفسها وخصوصا على المستوى المحلي .

In this study, we discussed the issue of environmental policies adopted at the local level, by standing at the most important strategic stations in their theoretical aspect and adopting an applied model for the role of the municipality in embodying environmental policy, relying on all mechanisms, means and references related to the subject, including the regulatory legal legislation For this policy, we also focused on the most important roles played by the municipality, as well as knowing its real consequences. Through this research, we tried, as much as possible, to become familiar with the various fields related to the environment axis, and we also concluded that the protection of the environment represents one of the goals of Algeria and illustrates one of the most prominent manifestations of its concern for the safety of the citizen, and despite the large number of legislations dealing with the issue of environmental protection in Algeria, only It did not achieve its desired goals. While its legislation and laws make sure that the embodiment of environmental policy is dependent on government-sponsored programs, which means that environmental policy is closely related to the concept of public policy of the state. We also concluded that the protection of the environment has become a necessity that imposes itself, especially at the local level.
