فعالية الرقابة في تسيير المشاريع دراسة حالة مؤسسة ديوان الترقية العقارية بأدرار

Abstract

تتعرض المشاريع في مراحل إنجازها إلى عدة عوائق أو مشاكل المتمثلة في الإنجاز و التسليم، إرتفاع التكاليف أو التوقف التام المفاجئ للمشروع ..الخ و تعود أسباب هذه المشاكل إلى سوء الرقابة في تنفيذ المشاريع و عدم استخدام الأساليب العلمية و من خلال هذه الدراسة حاولنا إبراز فعالية الرقابة على تسيير أو إدارة المشاريع بحيث وضعنا هذا البحث تحت الإشكال التالي : ما مدى فعالية الرقابة على تسيير المشاريع ؟ باستخدام المنهج الوصفي التحليلي و قد توصلنا إلى بعض النتائج المهمة التي تتمثل في مايلي: _ أن الرقابة من الوظائف و العمليات الإدارية المهمة التي لا يمكن الاستغناء عنها _ أن وظيفة الرقابة و فعاليتها تتركز على تصيد الأخطاء و معالجتها قبل الوقوع فيها _ أن كثرة الأعباء و المهام الملقاة على عاتق المراقيبين و طبيعة العمل التي تحد من وضع نظم و معايير قياسية فعالة، تمثل أبرز الصعوبات التي تواجه تطبيق الرقابة الإدارية الفعالة على الأداء. _عدم الإهتمام بتطوير أداء و الطرق الرقابية التي ينتهجها المراقب من خلال عمليته الرقابية _عدم الحرص على مواكبة الحدث و ذلك بدعم النظام الرقابي و تحديثه بأنظمة علمية و تكنولوجية.

In the stages of their completion, projects are exposed to several obstacles or problems, such as completion and delivery, high costs or a sudden complete halt of the project ... etc. The reasons for these problems are due to poor oversight in the implementation of projects and the lack of use of scientific methods, and through this study we tried to highlight the effectiveness Control over the management or administration of projects so that we put this research under the following problem: What is the effectiveness of monitoring the running of projects? Using the descriptive and analytical approach, we have reached some important results, which are represented in the following: _ that control is one of the important administrative functions and processes that cannot be dispensed with _ that the function of control and its effectiveness is focused on catching errors and dealing with them before falling into them _ that the many burdens and The tasks entrusted to the observers and the nature of work that limit the development of effective systems and standards are the most important difficulties facing the application of effective administrative control on performance. _ Lack of interest in developing the performance and control methods that the auditor adopts through his control process - Not being keen on keeping pace with the event by supporting the control system and updating it with scientific and technological systems.
