بعد الأزمة الإقتصادية التي عرفها العالم والتي أضرت بشكل مباشر على المؤسسات الإقتصادية ذات الدخل المهم، عملت العديد من الدول على تقليص عدد العمال وذلك بإحترام العديد من الإجراءات السابقة التي تلزم رب العمل بضرورة الحفاظ على العامل بشتى الطرق الممكنة، والجزائر كغيرها من الدول إعتمدت ذلك سواءا في القطاع الخاص أو في نظيره العام وفي مقابل ذلك منحت إمتيازات خاصة للفئات التي خضعت لعملية التقليص .
