الأمن الاجتماعي العالمي في الكتاب والسنة

Abstract

تعنى هذه الدراسة بتجلية حقيقة الأمن الاجتماعي العالمي في دين الإسلام؛ من خلاله إبراز تأصيله المستنبط من الكتاب والسنة، وعن طريق إحصاء مقوماته وأسسه، وببيان مظاهره وصوره، وقد اقتضى المقام توزيع موضوعاتها إلى بابين كبيرين يسبقهما مدخل يمهد لهما. وقد تناول ذلكم المدخل: عددا من المفاهيم التي تعين على تصور مادة البحث، ومن أبرز المفاهيم التي جاءت فيه؛ مفهوم الأمن الاجتماعي العالمي؛ وأنه: استجلاب معاني الاطمئنان والاستقرار في شتى مجالات الحياة الاجتماعية منها والاقتصادية والسياسية والغذائية ونحوها؛ للوصول إلى عالم بعيد عن الخوف والصراع وعوامل الضنك التي قد تعتريه. وأما الباب الأول: فتطرق إلى التنظير للأمن الاجتماعي وإيضاح مقوماته؛ وذلك في فصلين اثنين؛ حوى أولهما: جهة التنظير؛ وذلك ببيان أهميته ومنزلته في النصوص الشرعية، وبإيراد تأصيله الشرعي المستنبط من الكتاب والسنة؛ وقد جاء هذا التأصيل مُنبنيا على ثلاثة مناح؛ أولها: أن الأمن ضرورة وواجب شرعي، وثانيها: أن الأمن غاية ومطلب، وثالثها: أن الأمن ذو حمى يكفل له الصيانة والمناعة. ثم جاء الفصل الثاني: ليبين المقومات والأسس التي ينبني عليها الأمن الاجتماعي؛ وقد كانت منوعة بين ما تعلق بالأفراد؛ كالقيام بالفرائض الشرعية، والحرص على التكافل الاجتماعي، و محاولةإصلاح المعاش الإنساني، وبين ما تعلق بالأمم والشعوب؛ كتحكيم الشريعة الإسلامية، والإصرار على تملك وسائل القوة، وبذل الجهد في الدعوة إلى الله تعالى. وأما الباب الثاني: فتناول المظاهر الإسلامية الدالة على تأمين العالم مجتمعيا؛ وكان ذلك في فصلين كبيرين؛ جمع الأول منهما: المظاهر الأمنية الإسلامية المتعلقة بأهل الذمة؛كتأمينهم في الدماء والأموال والأعراض، وتأمينهم في حرية الاعتقاد والتدين بما في كتبهم، وتأمينهم من جهة المعاملة الحسنة. بينما حوى الفصل الآخر: مظاهر الأمن في الجهاد الإسلامي؛ مثل الدعوة قبل القتال، والتأكد من إصرار المدعوين على الكفر، والوفاء بالعهود والوعود، وتأمين الرسل والمبعوثين، وتحريم قتال من لا يقاتل، وتحريم التمثيل بجثث الأعداء أو تحريقها، ومعاملة الأسرى بالحسنى. وقد انتهى سير البحث بـــخاتمـــــــــــــــــــــة تضمنت أهم النتائج التي توصل إليها الباحث.

This study is concerned with reflecting the realization of global social security in Islam. The study uses the approach of highlighting theShari`a roots of global social security derived from the Quran and the Sunnah, and detecting its foundations and principles, and exhibiting its manifestations and images. The study necessitated the distribution of its subjects into two sections preceded by apreface. The preface dealt with a number of concepts that help to conceive the research material. One of the most prominent concepts mentioned here is the global social security concept. Moreover, the prefacehighlighted the meanings ofreassurance and stability in various areas of life, social, economic, political, and alimentary to reach a world freeof fear and conflicts. The firstsection deals with the rules of social security and clarifying its components in two chapters. The first chapter deals with setting rule of social security by pointing out its importance and status in the Shari`a texts, and by stating its legitimate Shari`areferencing derived from the Quran and Sunnah.This Shari`a reference /rooting is based on three aspects. First, security as a necessity and a legitimate duty.Second, security as an end and a requirement. Third,security has sanctuaries that are granted maintenance and immunity. The second chapter describes the basics and foundations of social security, which are attached to two elements. On one hand, basics related to individuals such as carrying out the obligatory duties, care for social solidarity, and trying to reform the pension. On the other hand, basics related to nations and peoples such as application of Islamic law, insistence on the possession of means of power, and make effort in Da`wah. The second section deals with the Islamic aspects of securing the world socially; this was in two chapters. Chapter I collected the Islamic security aspects related to AhleleDhimma such as insurance on life, money and lineage, also,insuranceon the freedom of belief and religion, and insurance in terms of good treatment. ChapterI I contains aspects of security in Islamic Jihad, such as Da`wah before fighting, and making sure the insistence of the nonbelievers on disbelieve.Also, fulfilling the promises and trusts, securing the apostles and ambassadors’ lives, and the prohibition of fighting those who do not fight. Moreover, the prohibition of enemies’ bodies hazing or burning, and prisoners well treatment. The research ended with a conclusion containing the most important findings of the researcher. key words:
