التسيير العمومي الجديد وأثره في تحسين أداء المؤسسة العمومية في الجزائر

Abstract

سعت هذه الدراسة إلى التعرف على التسيير العمومي الجديد وأثره في تحسين أداء الإدارة المحلية من خلال تحديد العلاقة بين أبعاد التسيير العمومي الجديد المتمثلة في ( البعد الحركي ،التشاركي ،الإستراتيجي ،الأخلاقي ، اللامركزية والكيفي)، بحيث تم الإعتماد على المزج بين المنهج الوصفي والتحليلي كونه مناسب لموضوع الدراسة ،ولتحقيق أهداف الدراسة صممت إستبانة تتناسب مع الدراسة وأهدافها،لغرض جمع البيانات من أفراد العينة المكونة من (38) فقرة وزعت على عينة مكونة من (65) مفردة بالإدارة المحلية لمقر الولاية بأدرار، وتم إسترداد (56) إستبانة ولمعالجة البيانات الموجودة ضمنها إعتمدنا على برنامج (SPSS) الإحصائي لتحليل البيانات . توصلت الدراسة إلى العديد من النتائج أهمها: • تتبنى مديرية الإدارة المحلية لولاية أدرار التسيير العمومي الجديد بصفة متوسطة من خلال وجهة نظر العاملين بها، وهذا نسبة إلى قيمة المتوسط الحسابي لإجمالي أبعاد التسيير العمومي الجديد. • مستوى تحسن الأداء بالنسبة لمديرية الإدارة المحلية لولاية أدرار متوسط، يرجع ذلك إلى قيمة المتوسط الحسابي لإجمالي أبعاد الأداء. • وُجود أثر ذو دلالة إحصائية بين التسيير العمومي الجديد و تحسين أداء الإدارة المحلية. • توجد علاقة ارتباط متوسطة بين التسيير العمومي الجديد وأداء المؤسسة بالإدارة المحلية لمقر ولاية أدرار. • عدم وجود فروق في مستوى أداء الإدارة بمديرية الإدارة المحلية لولاية أدرار تعزى إلى المتغيرات الشخصية: الجنس، السن، المؤهل العلمي، مدة الخدمة في المؤسسة، المستوى الوظيفي.

This study sought to identify the new public administration and its effect on improving the performance of local administration by identifying the relationship between the dimensions of the new public administration represented in (Motor dimension, participatory, strategic, ethical, decentralization and qualitative dimension), so that the combination of the descriptive and analytical approach was relied upon. Suitable for the subject of the study, and to achieve the objectives of the study, a questionnaire was designed commensurate with the study and its objectives, for the purpose of collecting data from the members of the sample consisting of (38) items distributed over a sample consisting of (65) individuals at the local administration of the state headquarters in Adrar, and (56) questionnaires were retrieved and to process the existing data Among them, we relied on the statistical program (SPSS) to analyze the data. The study reached many results, the most important of which are: • The Local Administration Directorate of Adrar state adopts the new public administration on a moderate basis through the viewpoint of its employees, and this is relative to the value of the arithmetic average of the total dimensions of the new public administration. • The level of performance improvement for the Local Administration Directorate of Adrar state is average, due to the value of the arithmetic average of the total dimensions of performance. • There was a statistically significant effect between the new public administration and the improvement of local administration performance. • There is a moderate correlation between the new public management and the institution’s performance in the local administration of the Adrar state headquarters. • There are no differences in the level of management performance in the local administration directorate in the state of Adrar due to the personal variables: gender, age, academic qualification, duration of service in the institution, and the
