الاصلاحات السياسية بين الخطاب والممارسة الفعلية

Abstract

على ضوء تزايد الاهتمام بموضوع الإصلاح السياسي في الجزائر على الصعيدين الرسمي وغير الرسمي، تأتي هذه الدراسة التي بين أيدينا لتناول موضوع الإصلاحات السياسية في الجزائر بين الخطاب والممارسة والتي عبر عنها رئيس الجمهورية السابق السيد عبد العزيز بوتفليقة في خطابه المتلفز يوم 15 أفريل 2011، وجاءت هذه الدراسة بهدف رصد والوقوف على أهم العوامل المؤثرة في عملية الإصلاح السياسي وتفكيك مضامين هذه الإصلاحات ومن ثم تقييمها مع الوضع الراهن وتبيان مدى مساهمة الإصلاحات والخطاب السياسي الرسمي في ترسيخ وإرساء الديمقراطية في الجزائر. واتضح لنا من خلال دراستنا لواقع هذه الإصلاحات السياسية في الجزائر الى أنه على الرغم من ان الكلام عن الإصلاح في الجزائر كثير، سواء من قبل السلطة أومن قبل المعارضة الا أن الفعل قليل، وهذا يعبر عن واحدة من أهم المشكلات البنائية التي تعاني منها الحياة السياسية في الجزائر، وهي مشكلة الفجوة بين القول والفعل، الأمر الذي جعل الخطاب الرسمي يفتقر الى المصداقية، كما يشكل هاجس حقيقي بشأن مستقبل الإصلاح في الجزائر، لذلك فان التفكير في البدائل المحتملة للإصلاح الحقيقي تشكل عاملا مهما قد يدفع في اتجاه تبني سياسات إصلاحية جديدة، تخرج البلاد من المأزق الراهن وتضعها على الطريق الحقيقي للتقدم الاقتصادي والاجتماعي والسياسي والثقافي، ويجنبها مخاطر الانزلاق والوقوع فيما لا يحمد عقباه.

In light of the growing interest in the subject of political reform in Algeria at the official and popular levels, this study come to discuss the political reforms in Algeria between the speech and practice, after expressed by ex-President Abdelaziz Bouteflika in his televised conference on April 15, 2011. This study came with the aim of verified and identifying the most important factors affecting to the political reform process, pull all the contents of reforms apart and then evaluating with the current situation and showing how much the reforms and official speech contribute to the consolidation and democratization of Algeria. It is clearly from our study through real learning of political reforms in Algeria that there is a lot of conversation about reform from the authority or the opposition and this present the most problems in political life in Algeria which is the difference between speeches and actions, this problem make the official discourse empty and without credibility, which is make a real concern about the future of reform in Algeria. Thinking about possible solution about real reform present an important factor that may push towards the adoption of new reform policies, which will get the country out of the current impasse and put it on the real path of economic, social, political and cultural progress, and avoid the risk of falling in many problems.
