الجماعات الضاغطة وتأثيرها على التحول السياسي في الجزائر 2019

Abstract

تلعب الجماعات الضاغطة في العصر الحالي، دورا عمليا مهما في مختلف الأقطار والدول المتقدمة منها والمتخلفة، بحكم تأثيرها في الدولة وسياستها، حيث يأخذ التأثير مظاهر متباينة ومتفاوتة بحسب طبيعة تركيبة المجتمع وما يحتويه من قيم، وكذا انماط الحكم إن كان ديمقراطيا أو شموليا ديكتاتوريا، فمن خلال دراسة هذه الجوانب والمحددات يكون بالمقدور معرفة مستوى ودرجة نفوذ الجماعات الضاغطة في المجتمع، كون قوتها مكتسبة من دساتير وقوانين الدولة وحدود حريتها. وحاولنا في هاته الدراسة التطرق الى مفهوم جماعة الضغط ، وتصنيفاتها و وسائلها، وكذا ماهية التحول السياسي وما ارتبط به من مفاهيم مشابهة ، و معرفة اسباب ومراحل عملية التحول، فتطرقنا لواقع هذه الجماعات في الجزائر ومكوناتها، والسند القانوني الذي ترتكز عليه في اداء مهامها، وكذا التعريج على الدور الذي لعبته هاته الجماعات في حماية افراد الشعب في حراكم ضد السلطة، مطالبين بإسقاط النظام و محاربة الفساد والمفسدين، وماهي الاقتراحات و الحلول التي قدمتها جماعات الضغط ممثلة في الجمعيات والنوادي والنقابات، للخروج من الازمة السياسية للبلاد، ومدى نجاعة وفعالية هذه الحلول.

The pressure groups in the current era play an important practical role in different countries and developed and underdeveloped countries, by virtue of their influence on the state and its policies. The influence takes on different and different aspects depending on the nature of the structure of society and its values, as well as the types of governance, whether democratic or totalitarian, dictatorial. Through studying these aspects and limitations, it is able to know the level of the laws and degree of influence of the pressurized groups in society, since its power is acquired by the state and the limits of her freedom. In this study, we tried to address the concept of the pressure group, its classification and methods, as well as the nature of political transformation and the related concepts, and to find out the reasons and phases of the transformation process. We discussed the reality of these groups in Algeria and its components, the legal basis for their performance of their tasks, and the role played by these groups in protecting the people against the authority, demanding the overthrow of the regime and the fight against corruption and the corrupt The pressure groups, represented by associations, clubs, and trade unions, presented them to get out of the country's political crisis, and how effective these solutions are.
