واقع رقابة النوعية على المنتوجات المحلية في الجزائر

Abstract

هدفت الدراسة الى معرفة واقع رقابة النوعية على المنتوجات المحلية على غرار دول العالم في ظل تطبيق نظام ادارة الجودة الشاملة على المنتجات المحلية قصد معرفة الضوابط القانونية التي تمارسها السلطات المحلية لمكافحة مخالفات الانتاج وحماية المستهلك الجزائري في ظل تزايد المؤسسات الصناعية العمومية والخاصة ، ومدى احترام معايير النوعية في الانتاج بالجزائر وهل كانت لوظيفة التدقيق دور أساسي طيلة حياة المنتوج في المؤسسة ـ تم اسقاط متغيرات الدراسة على الهيئة المكلفة بالرقابة مديرية التجارة الولائية بأدرار وتم أخذ نماذج محررة من طرف أعوان مصلحة حماية المستهلك على تجاوزات موقعة تمت معاينتها وتصويب عقوبات ردعية كل حسب طبيعته ـ لتستخلص الدراسة الى أن الدور الرقابي في الجزائر غير كافي ما دامت المؤسسات لا تملك ثقافة النوعية ولا تقوم بوظيفة التدقيق ، وكذا تقادم الالية الرقابية في ظل العولمة ساهم في تحقيق ما كان منتظر من هذا الجهاز في ظل عدم اعتماد مخابر الجودة

The study aimed to know the reality of quality control on local products similar to the countries of the world in light of the application of a comprehensive quality management system on local products in order to know the legal controls exercised by local authorities to combat production violations and protect the Algerian consumer in light of the increase in public and private industrial institutions, and the extent of respect for quality standards In production in Algeria, and did the audit function play a fundamental role throughout the product’s life in the organization The variables of the study were dropped on the authority in charge of oversight by the State Trade Directorate in Adrar. Edited forms were taken by agents of the Consumer Protection Authority on signed violations that were inspected and corrected for deterrent penalties, each according to its nature.

To conclude the study that the supervisory role in Algeria is not sufficient as long as the institutions do not have a culture of quality and do not function as an audit, as well as the obsolescence of the regulatory mechanism in light of globalization contributed to achieving what was expected of this device in light of the lack of accreditation of quality laboratories.
