أثر إستقلالية البنك المركزي على فعالية السياسة النقدية في مكافحة التضخم

Abstract

عرفت العلاقة بين البنوك المركزية والحكومات منذ النشأة الأولى حتى الوقت الحالي العديد من التطورات وفقاً لتطور وظائف البنوك المركزية وتطور النشاط الاقتصادي بصفة عامة، كما كانت محل الجدل والنقاش بين المفكرين الاقتصاديين بين مؤيدين لفكرة الاستقلالية بين البنك المركزي و الحكومة بحجة فعالية السياسة النقدية في تحقيق أهدافها لاسيما الحفاظ على استقرار الأسعار، وبين معارضين لفكرة الاستقلالية مؤمنين بوجود صلة ترابط قوية بين البنوك المركزية والحكومات باعتبار أن الحكومات بإمكانها التأثير على السياسة النقدية من خلال عدد من القنوات الرسمية وغير الرسمية. وعلى الرغم من تلك الآراء المعارضة ألا أن العديد من الدراسات أثبتت جدارة البنك المركزي المستقل في الحفاظ على استقرار الأسعار ومحاربة التضخم وخاصة في الدول المتقدمة، حيث يسهل كثيراً الانتقال من الاستقلالية القانونية الى الاستقلالية الفعلية، وعليه سوف نتطرق من خلال هذا الموضوع إلى دراسة العلاقة بين استقلالية البنك المركزي وفعالية السياسة النقدية في محاربة التضخم مع الاشارة لحالة الجزائر.

The relationship between central banks and government has witnessed many developments since the first establishment until the present time ,according to the evolution of the functions of central banks and the development of economy activity, it was also the subject of controversy and debate among economic thinkers among supporters of the idea of independence between the central banks and the government arguing for the effectiveness of monetary policy in achieving its goals, especially to maintain price stability ,and between opponents of the idea of independence, suggesting that there is a strong link between central banks and governments, given that governments can influence monetary policy through a number of formal and informal channels. In spite of these opposing opinions, many studies have demonstrated the merits of the central independent bank in maintaining price stability and fighting inflation, especially in developed countries, where it is much easier to move from legal independence to actual independence. Therefore, we will be radicalized through this research paper to study the relationship between independence of the central bank and the effectiveness of monetary policy in combating inflation withan indicationof the case of Algeria.
