ملاحق الصفقات العمومية وأثرها على النفقات العمومية

Abstract

هدف هذا البحث إلى تقديم ملاحق الصفقات العمومية باعتبارها نافذة إضافية لصرف النفقات العمومية من خلال التطرق للإطار النظري إضافة لعرض أهم الدراسات السابقة للبحث ومناقشتها.وتمت معالجة مشكلة البحث من خلال دراسة الصفقات العمومية وملاحقها بالرقابة المالية لولاية أدرار، وتوصلت الباحثتان إلى أن السبب الرئيسي لوجود الملحق هو عدم نجاعة الدراسة الأولية للصفقة، وأن الشرط الأساسي الذي يقوم عليه الملحق هو عدم المساس بالموضوع الأصلي للصفقة. وأن الرقابة المالية لولاية أدرار هي صمام الأمان الموثوق لسلامة ومشروعية صرف النفقات العمومية.

This research aims to present the importance of the appendices of the public deals as they are the official additional document helps in the disbursement of the public expenditures, and it is through examining the theoretical framework as well as introducing and discussing the most important research's studies dealt with previously. The research problematic was addressed through studying the public deals and their appendices in Adrar financial control. The researchers found out that the direct reason to the existence of the appendix is the inefficiency of the initial study of the deal. The main condition that the appendix based on is not to affect the original subject of the deal. Adrar financial control is the reliable safety means for the safety and legitimacy of spending the public expenditures.
