فعالية العقوبات الاقتصادية الدولية في إدارة الأزمات في المنطقة العربية

Abstract

تتسم الساحة الدولية بصفة عامة و المنطقة العربية بصفة خاصة بنشوب أزمات متعددة، و نتيجة الأثار السلبية التي تولدها هذه الأزمات سواء على الدولة التي تظهر بها أو الساحة الدولية أجمع كان لابد من اعتماد اليات كفيلة و فعالة لإدارتها بهدف التخفيف من حدتها و فكها. و لعل من أبرز الوسائل الدولية المعتمدة لإدارة الأزمات نجد العقوبات الاقتصادية الدولية و المنصوص عليها في ميثاق الامم المتحدة ، لكن تكريس هذه العقوبات لإدارة الازمات على ارض الواقع العربي له أثار سلبية كثيرة تمس كافة مقومات الدولة التي تعاني من الأزمة حيث تؤثر عليها اقتصاديا و سياسيا و اجتماعيا، كما نجد أن لها أثار سلبية حتى خارج اقليم الدولة التي فرضت عليها، مما قد يؤدي لخلق أزمة أخرى قد تفوق الازمة المراد إدارتها لذلك لابد من إعادة النظر في هذه العقوبات و تكافل الجهود الدولية بهدف الإرتقاء بها حتى تحقق الإدارة الفعالة للازمات.

The international arena in General and Arabic region in particular characterized by multiple crises, and as a result the negative effects generated by such crises both on the State in which they appear or the international arena as a whole had to be adoption of mechanisms capable of and effective management in order to mitigate and codecs. Perhaps the most prominent international means for crisis management we find international economic sanctions and enshrined in the Charter of the United Nations , But the penalties for crisis management on the ground many negative implications for Arab affect all State experiencing crisis affect them economically and politically and socially, as we find that negative effects outside the territory of the State imposed on them, which may lead to creating another crisis might outweigh the crisis to manage it must reconsider these punishments and takaful international efforts with a view to raising them to achieve effective management of crises.
