Abstract

عرف اتحاد المغرب العربي تكتل وتعاون مشترك من طرف دوله الخمس (الجزائر، موريتانيا، ليبيا، تونس، المغرب) وذلك من أجل تنشيط وتقوية فكرة التعاون الاقتصادي والسياسي، ورسمت هذه الدول مبادئ لتحقيق أهدافها من خلال الاجتماعات والاتفاقيات المختلفة، فكانت هناك مؤسسات تشرف على ذلك، فالإمكانيات الطبيعية والبشرية لإتحاد المغرب العربي ساعدته على مواكبة مسيراته التكاملية لأن بلدان المغرب العربي تظفر بإمكانيات خاصة الطبيعية منها، وبالرغم من توفر إمكانيات نجاح و تفعيل هذا الإتحاد، إلا أن هناك معيقات تصده في مساره الوحدوي وتواجهه جملة من العقبات السياسية والاقتصادية والتقنية التي تحول دون تأدية هذا التكتل للدور المنوط به، والذي لم يفلح لا في تكوين اتحاد جمركي ولا سوق مشتركة ولا منطقة تبادل حرة مغربية، فإن الأمر يستدعي توفر الإرادة والعزيمة من أجل تهيئة الأوضاع وإستراتيجية للتنمية المغاربية، والتي من خلالها تحقيق اندماج إيجابي لأقطار المغرب العربي ضمن الاقتصاد العالمي.
