الجباية الـمحلية ودورها في تحقيق التنمية المحلية

Abstract

خلال هذه الدراسة تم معالجة الإطار العام لكل من الجباية المحلية والتنمية المحلية، بحيث تشمل الجباية المحلية مجموع الإيرادات المحلية باعتبارها الممول الرئيسي لتغطية نفقات ميزانية البلدية، بينما التنمية المحلية فهي استغلال الموارد المادية بكفاءة وفعالية من اجل تحسين ظروف الحياة بما يتوافق مع الإمكانيات المتاحة في المجتمع. ونهدف من خلال هذه الدراسة إلى معرفة مدى مساهمة الجباية المحلية في تحقيق التنمية المحلية وكذا معرفة الإيرادات الجبائية العائدة لفائدة الجماعات المحلية ''البلدية خاصة''. كما استنتجنا في الجانب التطبيقي أن للجباية المحلية دورا فعالا في تحقيق التنمية المحلية، لكن بلدية أولاد أحمد تيمي رغم ما تتوفر عليه من إمكانيات وموارد إلا أن ذلك غير كافي لتحقيق التنمية وهذا راجع لضعف إيراداتها الجبائية.
