إستثمار القطاع الخاص ودوره في ترقية التنمية المحلية بالجزائر

Abstract

إن المتتبع لمسار القطاع الخاص في الجزائر ودوره في عملية التنمية المحلية يلاحظ ان الدولة الجزائرية قد أعطته كامل الإهتمام من أجل النهوض به ومساهمته في بناء الاقتصاد الوطني من خلال وضع مجموعة من الأطر والقوانين لترقيته بالإضافة الى تخصيص أموال كبيرة من أجل دعم المستثمر الخاص وإعطائه تحفيزات كبيرة. غير أن البيروقراطية الإدارية وغيرها من العراقيل جعلت هذه المزايا تذهب أحيانا للمستثمر غير الحقيقي الذي يهدف إلى الربح وتكوين الثروة فقط دون مراعاة المساهمة في تحقيق التنمية الشاملة من خلال تشغيل اكبر عدد من اليد العاملة والمساهمة في رفع الناتج المحلي. لهذا وجب التوجه الى استثمار القطاع الخاص الذي يعتمد على رأس ماله وليس على أموال الدولة حتى نؤسس لاستثمار حقيقي وفعال.ولن يتحقق إلا بوجود إرادة سياسية للسلطة الحاكمة، فهي الجهة الوحيدة التي تملك أدوات التفعيل والتوجيه، وتهيئة الأرضية الصالحة لتطوير القطاع الخاص وترقية دوره داخل المنظومة الاقتصادية

The follower of the private sector in Algeria and its role in the local development process notes that the Algerian state has given it full attention to its advancement and its contribution to building the national economy through the establishment of a set of frameworks and laws to promote it in addition to allocating large funds to support the private investor and give him great incentives . However, administrative bureaucracy and other obstacles have made these advantages sometimes go to the non-real investor, which aims to profit and wealth formation only without taking into account the contribution to achieve comprehensive development through the operation of the largest number of labor and contribute to raising thelocal production . Therefore, the private sector, which depends on its capital and not on state funds, should be invested in order to establish a real and effective investment. And it will only be achieved with the political will of the ruling authority. It is the only entity that has the tools of activation and guidance, and the creation of the right ground for the development of the private sector and the promotion of its role within the Economic System
