Abstract

تلعب التنمية الإدارية دورا بالغا في ترقية الخدمة العمومية المحلية، من خلال إعادة تأهيل وعصرنة المرافق العمومية الإدارية، ومن هذا المنطلق فقد بدلت الدولة مجهودات كبيرة من أجل تزويد الإدارة المحلية بالمنشئات القاعدية والتجهيزات والترسانة القانونية الضرورية لأداء مهامها، وتعزيز مواردها البشرية لضمان تاطيرها، بالإضافة إلى تفعيل برامج تنموية طموحة تهدف إلى عصرنة المرافق العمومية وإدخال المعلوماتية في إدارتها وأدائها لمهامها. كل هذا من اجل تحسين نوعية الخدمات التي تقدمها للمواطن، والعمل على إعادة الثقة بينه وبين الإدارة وإشراكه في اتخاذ القرار، وهذا ما ينعكس إنجابيا على عمليات العصرنة وتخفيف الإجراءات الإدارية وتحسين ظروف استقبال المواطنين والتكفل بانشغالاتهم

This strengthened its human resources, In addition to activating its ambitious programs; and Leading to the upgrading and computing of the local administration. This gathered will facilitate the maintaining of the citizens’ necessities, and rebuild the trust between them the administration. The citizen will also be involved in the decision-making which is also known as the “participatory democracy”. Therefore, reflecting positively on the modernization process, reducing the administrative procedures and improving the citizen’s reception circumstances while taking care of their concerns.
